  3. WHO IS CCPB IT WAS FOUNDED IN BOLOGNA ON LAST 1998 • ORGANIC CERTIFICATION IN COMPLIANCE WITH THE “EX” EEC REG. 2092/91, NOW 834/07. • VOLOUNTARY FOOD AND NOT FOOD CERTIFICATION IN COMPLIANCE WITH PRIVATE RULES. • INSPECTIONS AND CONTROLS IN COMPLIANCE WITH “CUSTOMER RULES”.

THE ORGANIC LEGISLATION AND THE RULES • IN THE EUROPEAN UNION (EU) SINCE ON LAST January 1ST 2009 IS IN FORCE THE NEW EC REGG. 834/07, 889/08 AND 1235/08, THESE NEW LEGISLATION HAS SUBSTITUTED THE OLD EEC REG 2092/91. • THESE REGULATORIES ARE IN FORCE IN THE ALL 27 MEMBER COUNTRIES. • IN ITALY, LIKE IN THE MOST OF THE OTHER EU COUNTRIES THERE ARE SPECIFIC NATIONAL RULES ABOUT THE RECOGNITION AND THE ACTIVITY OF THE CERTIFIERS. THESE RULES ARE, OBVIOUSLY, IN COMPLIANCE WITH THE EU LEGISLATION. • IN ITALY, AT THE MOMENT, THERE ARE THREE NATIONAL DECREES ABOUT THIS MATTER: Lgs Decree 220/95, Ministry Decree Aug. 27th 2004, Lgs Decree July 07th 2005. • THE NATIONAL PUBLIC AUTHORITY IS THE AGRICULTURE MINISTRY TOGETHER THE LOCAL AUTHORITIES (21 REGIONAL AUTHORITIES)

THE REQUIREMENTS • EACH OPERATOR HAS TO BE CONTROLLED AND CERTIFIED, FROM SEEDS TO DISTRIBUTION, BY AN AUTHORIZED CERTIFICATION BODY. • ALL OPERATIONS HAVE TO BE CONTROLLED (FARMING, HUSBANDRY, PROCESSING, DISTRIBUTING AND LABELLING) IN ORDER TO VERIFY THE COMPLIANCE WITH THE ORGANIC LEGISLATION. • EACH OPERATOR HAS TO DESCRIBE, TO THE CERTIFICATION BODY (CB) AND TO THE LOCAL AUTHORITY, IN AN APPLICATION FORM AND IN THE ATTACHED DOCUMENTS THE COMPANY AND THE ACTIVITIES MADE BY THE COMPANY. • EVERY YEAR THE OPERATOR HAS TO BE CONTROLLED AT LEAST ONE TIME. • THE OPERATOR HAS TO UPDATE ALL INFORMATIONS TO THE CB AND TO RECEIVE BY IT THE UPDATED CERTIFICATE.

THE REQUIREMENTS • THE CB CAN TAKE SOME SAMPLES WHEN IT SUSPECTS THAT THE OPERATOR COULD USE NOT ADMITTED SUBSTANCES. • THE CB CAN PERFORM SOME NOT ANNOUNCED INSPECTIONS WHEN IT THINKS BETTER. • IS IT POSSIBLE TO DECREASE THE MINIMAL FREQUENCY OF THE INSPECTIONS (1/YEAR) ONLY FOR THE WHOLESALERS THAT DON’T PRODUCE, PREPARE OR LABEL THE PRODUCTS BUT ONLY STORAGE THE PACHED ORGANIC PRODUCTS. • THE CB’S HAVE TO BE ACCREDITED IN COMPLIANCE BY THE ISO 65 RULE AND ONLY AFTER THEY CAN RECOGNIZED BY THE NATIONAL PUBLIC AUTHORITY. • THE ORGANIC PRODUCTS THAT COME FROM THIRD COUNTRIES (NOT EU) HAVE TO BE EQUIVALENT WITH THE EU LEGISLATION.

FIGURES AND FACTS • ACTUALLY IN ITALY THERE ARE 9 RECOGNIZED CB’S. • 3 OF THEM, AND 2 ARE IN THE LAST PHASE OF THE PROCESS, ARE RECOGNIZED IN LINE WITH THE JAS SYSTEM. • 50,276 CERTIFIED OPERATORS • - 43,159 FARMERS • - 2,065 FARMERS WITH PROCESSING ACTIVITIES • - 4,782 PROCESSORS • - 211 IMPORTERS • - 59 OTHERS • ABOUT 1,000 AUDITORS • MORE THAN 62,000 INSPECTIONS • MORE THAN 5,440 CHEMICAL LAB TESTS
