Background • This Draft Supplemental Environmental Impact Statement analyzes possible boundary adjustments to the Las Vegas Disposal Boundary Final Environmental Impact Statement and Record of Decision • The Conservation Transfer Area (CTA) boundary was initially set at 5,000 acres. A final boundary determination was deferred until further analysis and public input are completed.
Purpose and Need The BLM has a need to determine a final boundary for the CTA that meets the requirements to protect sensitive resources. The purposes of the BLM’s proposed CTA action are to: • Protect the natural functioning of the Upper Las Vegas Wash. • Protect sensitive botanical, cultural, and paleontological resources in the CTA.
KEY ISSUES • Maintaining ecological function of the Upper Las Vegas Wash, including the adjacent alluvial fan. • Defining a final boundary of the CTA that protects sensitive fossils, 3 special status plant species, and the Tule Springs cultural site. • Identifying effects of the final boundary on the social and economic resources of the area.
