  2. Why we are undertaking an IA (1)? Healthcare for London: Vision ‘Healthcare for London is a comprehensive and ambitious framework for change. It offers a unique opportunity to reverse the ‘inverse care law’ in London that has meant that for too long those people that most need healthcare are least likely to receive it….’ London Health Commission

  3. Why we are undertaking an IA (2)? • In addition to the legal requirement to consider and address equalities, including those for traditionally under represented groups: • We have expanded equalities to include deprived communities and draw attention to any potential health inequalities. • It is also increasingly best practice to address the impact of travel access and the associated carbon footprint.

  4. Governance and Procurement • There is an active IA Stakeholder Steering Groupchaired by Jennette Arnold AM, Chair of the Greater London Assembly. • We have commissioned Mott MacDonald working with the Public Health Action Support Team (PHAST) to undertake the impact assessments.

  5. IA Steering Group: The full membership includes: • IndependentLay Chair (1) • Joint Committee of PCTs Sponsor (1) • Major Trauma Patient, Carer and Publicrepresentatives(2) • Stroke Patient, Carer and Public representatives (2) • Public Health representatives (2) • Local Authorities’ representatives from inner and outer London (2) • Mayoral Office representative (1) • Passenger Transport Users Organisation representative (1) • London Health Commission representative (1) • Department of Health Equalities and Health Impact Assessment Leads (2) • In attendance: Healthcare for London Programme Team

  6. Where do the Impact Assessments fit? • They will be part of a suite of information for the Joint Committee of PCTs to consider in its decision making. • Today, Mott MacDonald-PHAST will be sharing the first phase of work which the Scoping and Initial Assessment. • Presentations are based on the information as available at the Pre Consultation Business Case and Consultation stage. • The work will be completed in mid June and further updated in by end June to take account the outcome of consultation.

  7. Next Steps • Presentations today should help the Joint Health Overview and Scrutiny Committee with the response to the consultation. • The Joint Health Overview and Scrutiny Committee will also receive the draft and final impact assessments on the proposals for change when complete. • These are Mott MacDonald-Public Health Support Action Team’s independent reports.
