CONNECTIONS II Overview • Global contract (awarded Oct 2011), ceiling $5 B • Multiple Award ID/IQ (base 3 yrs and six 1-yr options*), FAR 15 acquisition • 19 Pre-competed Contractors • 9 are small businesses • Task / Delivery Order Driven • Fair Opportunity • Must include all 19 primes – on average 3-5 respond • For set-aside, must include all 9 small businesses or 2 SDVOSB * Note: Task orders can go up to 5 years after contract end
CONNECTIONS IIScope • Connectivity from desktop to connection with customer’s carriers/suppliers • Increased focus on enterprise-wide solutions • Can include labor, products and/or solutions • Supports the integration of telecommunications and networking at the LAN, building, campus, and enterprise level • Network services (transport, carriers, ISP, etc.) are OUT OF SCOPE • Connections II Program Office offers scope reviews

CONNECTIONS II as an Integrator • CONNECTIONS II can be used as an Integrator to: • Coordinate with access, transport, and equipment vendors • Monitor end to end performance • Time to repair, downtime, meeting service levels • Supply agency with real-time insight into measures • Coordinate trouble handling/definition • Look for trends in performance • Act as single POC with all involved contractors • Propose procedures to address problems • Report / Recommend / Develop business cases / Return on Investment (ROI) analysis • Might use Networx/EIS for IXC, local access/transport, Schedule 70 for equipment (or other combinations)

Connections II Small Business Set-asides • 9 of the 19 contractors are small businesses • Set-Asides permitted per FAR 16.505 (b)2F • There must be at least 2 of the small business sub-types that can do work* • Thus one can set-aside to 9 small businesses • Or one can set-aside to 2 SDVOSB (EPS and Vision) • Task order level OCO makes this determination • Based on NAICs code of 517311 * Note - All contractors are qualified for all work under CNX II

Un-priced (ODC) Items and CONNECTIONS II • Under the CONNECTIONS II contract un-priced items were anticipated and are allowable. Information on proper use of un-priced items is discussed in Section G.3.1(e) of the contracts. General Information: • On individual task and delivery orders, un-priced items need to be evaluated on an individual item basis and labeled appropriately • Un-priced items will be governed by the same terms and conditions of the contract as CONNECTIONS II CLIN items • Maximum allowable amounts will be established by task order as outlined by the OCO • Un-priced items will be on the task order; need not be on contract

Tiered Fee Structure Approach • Requires Agency to sign a PMO MOU stating commitment level or PMO to assess agency business volume • All task orders awarded by/for this agency receive Tiered Fee for first year • Those task orders will retain that fee for the life of the task order • At Agency anniversary, the obligated task order dollars for the first year will be used to set the fee for the second year • All task orders awarded second year will use new fee for their lifetime • This process will continue for the life of the contract unless MOU is dissolvedor Agency Business Volume changes OBLIGATION DOLLARS RANGE FEE RATE $20,000,000 $100,000,000 0.75% $100,000,001 $250,000,000 0.50% $250,000,001 $500,000,000 0.25% $500,000,001 $73,000,000,000 0.10%
