Continuing, Transferring, &Terminating Command8th Function of Command3rd Edition Henderson Fire Department Incident Command Training
Continuing, Transferring, &Terminating Command Major Goal • “The IC will provide for the required duration of command necessary to complete the tactical objectives, to standardize how command is transferred and upgraded, and to insure that operations are safely concluded.”
Objectives • Explain: Estimating the length of command required • Identify the Five levels of Command • Describe upgrading effective command positioning • Explain upgrading fireground communications • Explain the reasons for the transfer of command and describe how the transfer should be conducted • Demonstrate the process for terminating command
Overview • Constant Command Support • Standard Command Transfer • Expand Command as needed • Systematic Termination • Take care of our own
Continuing, Transferring, &Terminating Command Competencies: Estimate the length of command required Consider the time for completing each tactical objective Develop and support an organization that outlasts the event Assume, maintain and upgrade effective command positioning Develop and maintain effective fireground communications Keep the incident action plan going and growing if necessary Use standard command transfer (both ways)
Continuing, Transferring, &Terminating Command Competencies cont. Provide rehab, rotation and relief for the IC and command staff Assure that all pertinent information is passed up and down the chain of command Reduce the command structure as part of the ending stages of incident operations Place resources back into service with a demobilization plan Insure an adequate critique process is underway before de-commitment Provide required critical incident support
Continuing, Transferring, &Terminating Command Competency: Estimate the length of command required • Standard Objective of Command • Levels of Command
Continuing, Transferring, &Terminating Command Competency: • Consider the time for completing each tactical objective • Incident Priorities become Tactical Objectives • Break incident into smaller pieces • Use tactical objectives to estimate command structure and duration
Sets/Reps • Estimate resources required to complete tactical objectives • Estimate the required command organization
Estimate resources to complete tactical objectives Estimate command organization needed • 2 crews for primary search & fire control • 1 crew for ventilation • 1 crew for RIT • 1 rescue for medical • Rotate crews for overhaul/salvage • Tactical Reserve • 1st alarm adequate • IC in Command position • Supported by Safety • Possibly utilize Deputy IC
Estimate Resources to complete tactical objectives Estimate Command Organization needed • 2 crews for primary search & fire control • 1 crew on roof • 1 crew checking “B” exposures • 1 crew C division • 1 crew RIT • 1 rescue medical • 1 rescue rehab • Tactical reserve • 2nd alarm required • IC in Command position • Supported by Safety Officer • Supported by Deputy IC • Possibly utilize Senior Adv.
Estimate resources to complete Tactical Objectives Estimate command organization needed • 8-10 crews for primary search & fire control • 1 crew for interior staging • 1 crew exterior base • 2-3 crews for Evacuation • 2 crews lobby • 3-4 crews medical • 1 crew rehab • 2 crews RIT • ? Transport units • Tactical Reserve • 3rd-4th – 5th ? alarm • IC in Command position • Supported by Safety • Supported by Deputy IC • Supported by Senior Advisor • Possibly supported by Incident Manager in EOC
Continuing, Transferring, &Terminating Command Competency: Develop and support an organization that outlasts the event
Continuing, Transferring, &Terminating Command Competency: Assume, maintain and upgrade effective command positioning • Upgrading to Command Team • Command Vehicle • Section Establishment • Emergency Operations Center (EOC)
Continuing, Transferring, &Terminating Command Competency: Develop and maintain effective fireground communications • Upgrading Communications • Communications support
Continuing, Transferring, &Terminating Command Competency: Keep the incident action plan going (and growing if necessary) • Middle period • Multiple Incident Action Plans
Continuing, Transferring, &Terminating Command Competency: Use standard command transfer (both ways) • Mandatory assumption • Number of transfers • Transfer & rank • Command transfer “rule” • Passing command • SOP transfer of command • End of incident
Continuing, Transferring, &Terminating Command Competency: Provide rehab, rotation and relief for the IC and command staff • Slow long duration events • Fast-moving events
Continuing, Transferring, &Terminating Command Competency: Assure that all pertinent information is passed up and down the chain of command • Tactical Objective Information • Information relay
Continuing, Transferring, &Terminating Command Competency: Reduce the command structure as part of the ending stages of incident operations • Complete “Walk around” • Scale back command
Continuing, Transferring, &Terminating Command Competency: Place resources back into service with a demobilization plan • Division/Group system • Most fatigued first • Maintain adequate resources
Continuing, Transferring, & Terminating Command Competency: Insure an adequate critique process is underway before de-commitment • Key part of action management cycle • Small incidents • Large incidents • Improve operations • No personal attacks/group hugs • Ask personnel simple questions • Positive experience
Continuing, Transferring, & Terminating Command Competency: Provide required critical incident support • Critique/defusing/debriefing • Preventative measures
