COETC TAA Grant Goal / Purpose • Create an accessible career path for jobs in Colorado’s clean energy industries • Targeted industries include: • Clean Energy Technology • Wind Energy Technology • Line Technician • Oil and Gas Technology • Mining/Extraction Technologies • Process Technology and Instrumentation • Water Quality Management • Centering on reducing time to completion • Nationally replicable technology-based delivery formats • Bring program access to Colorado’s most remote areas • Provide a hybrid with online and hands-on learning through Mobile Learning Labs

COETC TAA Grant • Clean Energy Industries – Expect at least 60% of the training should be • hands-on with similar equipment the workers will experience in the field • Unique Nacelle Wind Turbine Training System and Hydraulic Hub Trainers • will be made available (at a college campus location) • Ultimate results - hybrid training utilizing industry specific software • complemented with hands-on training via the Mobile Learning Labs • Stackable Short-term certificates and associates degrees • Target is to serve 850 training participants state-wide • PCC training will be non-credit “Certificates of Completion”, we’ll direct trainees to • Aims Community College or Colorado Mountain College for follow-on cert. or degrees
COETC “Southern Colo Energy Jobs Project” • Mine Safety Health Administration (MSHA) New Miner Training 32 h • MSHA Miner Refresher Training 8 h • First Responder 40 h • OSHA 32 h • Welding 40-80 h • Mechanical Systems 24-60 h • Electrical Systems 24-60 h • Others upon request TBD • Training grant subsidy is capped at $1500/person • Requesting employers pay 50% of the overall training costs • Unemployed workers are funded at 100%
COETC Mobile Learning Labs What Prompted Mobile Labs 4 yrs ago? • Then current and emerging needs from the industrial sector for customized • short-term technical training was high • Economic & Workforce Development at PCC needed access to training space • Campus surplus capacity was at an all time low for technical labs • ROI was determined to be approximately 18-20 months (based on forecasts) • The PCC Foundation provided 30% funding support to build a Welding Mobile Lab Version 1.0
COETC Mobile Learning Labs (Cont’d) What Prompted Mobile Labs 4 yrs ago? • Approx. Cost was $250k (+ a truck to pull the lab $10k) • Designed and built by Economic & Workforce Development staff • One-day after completion, the lab was deployed to Sol Vista for it’s first assignment • Utilization for the first lab was in excess of 90% • Instructors obtained their CDL
COETC More Capacity Needed! • Industry demands continued to rise and capacity for on-site delivery was increasing • Awarded a $2.0m Community Based Job Training Grant through U.S. DOL • Enhance Existing and Develop Entry Level Manufacturing Training Programs • Design and Build (3) additional Mobile Learning Labs • Train 450 people: incumbent and unemployed (674 achieved) • Based on extensive industry assessment/survey data, labs would have different • capabilities • Industrial Electrical Systems • Industrial Mechanical Systems • Industrial Manufacturing/Machining Systems • Employed an electro-mechanical design and fab expert to lead the project for (3) labs Version 2.0

COETC Mobile Lab Training: What’s the Costs? • Typically 6-8 students in a mobile lab setting • Training costs vary by: • Specific Course Length • Associated Material Expenses • Lab Books & Reference Materials • Travel expenses • Specific Mobile Lab Use • A General Rule-Of-Thumb for Courses at Your Site: • No Mobile Lab: $25/hr/person (+ travel, min. no. of trainees required) • Mobile Lab: $40/hr/person (+ travel , min. no. of trainees required ) Example: 6 students/group 16 hrs of training = $640 ea
COETC Mobile Lab Training: Logistics? • The EWD Division at PCC Has Two Teams • Operations Team – handles all pre/post training responsibilities • Training Team – handles all course development, delivery, equipment, etc. • Scheduling and Logistics is managed through a dedicated • software application • Event Management Systems (EMS) • All Fixed and Mobile Assets • All Instructor Schedules • All Company Specific Training Events • Provides Real-Time Planning, Load Analysis • Multiple Seats / Multiple Campus Locations
COETC Mobile Learning Labs – 3 New Units • Through a Federal Trade Adjustment Act Grant (TAA) • Three new labs are in the design and build phase: • Specific to serve the energy industry • Oil, Gas and Mining Industries • Mechanical Systems • Electrical Systems • Welding Systems • Industry specific training equipment to be included • MSHA safety training • Deployed from the PCC/SCCC campus in Durango Version 3.0 Est. $300k/unit + 1 Tractor
COETC Mobile Learning Labs – 3 New Units • Do labs for the Energy Industry Differ from Previous? • Mechanical MLL - Adds a Helical Screw Compressor Cutaway for training in the Natural Gas Compression • - Adding proportional hydraulic control valves on the Hydraulics Trainer – • expands the advanced hydraulics classes • - Additional shaft/coupling alignment trainer and adding 2 vibration trainers for • more hands on capabilities • - Expanding student computers from 3 to 6 stations • Electrical MLL - Additional types of PLC’s (Control Logix, SLC500, Direct Logic and Siemens) • Welding MLL - Increasing size of weld booths (6 inches wider) • - Moved welders out of booths (to increase student work space) • All MLL’s - Reducing vibration/noise from generators through use of more sound dampening materials and “Air Spring” vibration isolation mounts.
