IGNOU Community College Scheme - At a Glance (The given data are valid as on 20th May, 2010) • Official date of launch 4th July, 2009 • Operationalisation October, 2009 • Total number of Community Colleges 417 registered with IGNOU • No. of EOIs from prospective More than 500 Community Colleges lying with CCU for consideration • Number of Academic Programmes 1156 by 130 Community launched College (approx) • Students admitted so far 25235

  7. Initiative of Haryana Govt. Haryana Govt. has taken a very significant initiative towards having a State level Community College at Manesar in collaboration with IGNOU. This will gradually be upgraded to a national level Community College. The said Community College will also parallelly have an institute for professional competency development of teachers.

  8. TNOU Initiative TNOU has desired to have a collaboration with IGNOU in respect of providing vertical mobility to their ADP students

  9. MP Govt. has identified 51 colleges, one in each district, which would be having a Community College attached with it. This decision have been taken as a step towards enhancement of GER. MP Govt. Initiative

  10. Community College Website Issue of every Community College having its own Website was emphasised. The Website should be made fully transparent in respect of total disclosure of the academic activities, examination, infrastructure, fees charged from the students, faculty members, trainers, etc.

  11. Study Plan Uploading of online study plan and prospectus by every Community College within six months of its registration is being made compulsory.

  12. Out of 417 Community College about 200 have not yet been able to identify programmes. They may seek guidance from CCU in any respect. Inactive Community Colleges

  13. Category-1 Programmes These are IGNOU Programmes being taken up by the Community Colleges. All IGNOU norms are to be observed in respect of these programmes

  14. CLLC We had requested the Community Colleges to have Community Linked Learner Centres for offer of all Category-1 Programmes. However, BPP is being given a special status

  15. Issues about BPP • BPP is not being treated as a Category 1 Programme from operational point of view inspite of it being an IGNOU Programme. • Every Community College is being asked to offer BPP. They will have to strictly adhere to the guidelines pertaining to the functional issues.

  16. About BPP • BPP stands for Bachelors Preparatory Programme for non 10+2 students. The eligibility is that the minimum age should be 18 years. • It is an alternate enabling mechanism for getting admission into such programmes of IGNOU for which the entry qualification is 10+2. • It is by no means equivalent to 10+2. • A successful learner of BPP does not get any regular Marksheet or Certificate from IGNOU

Functional Issues related to BPP • Every Community College should schedule at least ten classes of 2½ hours duration each for every course under BPP. • The teachers should be Master Degree Holders in their discipline with 2 years of teaching experience. Their biodata should be sent to CCU for approval • Assignment Evaluation will be done at the respective Community Colleges

  18. Student Registration BPP admission is to be done through common prospectus and form of IGNOU. Prospectuses are to be collected by the Community Colleges from the Regional Centres/Study Centres concerned.

  19. Submission of BPP Application Forms • Filled-in application form with Fees (in the form of DD) and age proof is to be submitted at the Regional Centre concerned. • Community College Code should be filled-in against the study centre code. • The students will be allotted usual IGNOU Enrolment Number, not the CC-based Enrolment Numbers.

  20. Registration Fees Registration Fees @ Rs. 250/- per student with student list will be sent to the CCU after getting the said list from the respective Regional Centre.

  21. BPP Examination • Examination Form may be downloaded from the IGNOU Website or student can apply online. • Filled-in Examination Form with fee should be sent to the Student Evaluation Division, IGNOU within the due dates • Examination fees of Rs. 50/- per course is to be paid to SED. No separate examination fee be paid to CCU. • A learner has to select Exam Centre from the existing IGNOU Exam Centre list.

  22. BPP Results Results will be declared by the Student Evaluation Division, as it is done for every other student of IGNOU

Multi-location Community College • All the locations will be registered and codified as separate Community Colleges. • At the EOI stage itself the details about the branches (i.e. location, infrastructural facilities, type of organization, if it is not directly under the parent institution etc. ) are to be provided

In case of requirement of opening branches/centres for some compelling reasons after the registration of the Community College, then a team from IGNOU will visit these branches/ centres and their operationalization will be subject to favourable report from the inspection team

  25. Multi-location Community College (Contd.) As per the scheme of codification, the codes of same programmes and courses run by different Community Colleges will be different. But for same programmes and courses run by branches/centres of one Community College need to be the same.

  26. Vertical Mobility to Three-year Degree Programme • Vertical mobility will be allowed only to BA, BCom, BCA, BTS & BSW subject to accumulation of credits during ADP as per the requirement of the School concerned. • As regards Nursing and Teacher Education related programmes vertical mobility is not permissible as this would require the recognition of INC/NCTE. • Vertical Mobility is also not permissible for programmes on Engineering and Management.

  27. Manual of Operations • It is ready for being given for printing. • Now, there will be four publications 1. Manual of Operations 2. FAQs 3. Directory 4. Profile

  28. Declaration of Results Results of December 2009 will be formally declared within another ten days. We understand the anxiety caused by the delay. But we expect the Community Colleges to realise that the creditisation of the programmes on which examination was conducted had not been in order and it stood in the way of naming the courses under each programme which is essential for preparing the Marksheets. This is the most compelling reason among other issues related to the logistics.

  29. Fee Related Issues We have received the Cost Analysis from only 30 Community Colleges. The discussions on the issues related to fees effectively got deferred. However, it has been decided to maintain status quo about the structure of the Registration Fees, that is – Certificate/NCCP – Rs.250/- Diploma – Rs.500/- ADP – Rs.750/-

  30. Flexibility of Time Some Community Colleges had intended to have flexibility of time in respect of conducting registration and examination. This has been permitted with the clause that registration will be regulated as per the two cycles of admission, i.e. Jan & July and examination as per the two term-end examinations in June & Dec.
