Update on Terminal Attachment Harmonization Issues • Major harmonization effort in mid-1990’s • Differences remained • On-going harmonization: Canada has adopted most of the technical changes made to TIA-968-A • New differences appeared during on-going harmonization (e.g. xDSL)
Industry Canada Initiative for Complete Harmonization of TE Requirements • CS-03, Issue 9 • TIA-968-A and addendums • FCC Part 68 Differences: two major, other minor
Major Differences • Surges – No Type B surge in Canada • xDSL – No network end requirements in USA Complete harmonization could be achieved by changing CS-03 to: • adopt type B surge, remove network end requirements for xDSL equipment and eliminate minor differences
How to maintain TIA-968-A and CS-03 Harmonized • If differences are resolved, TIA-968 could be used as a common source • Process to be put in place to synchronize future changes • Concept presented at TIA TR-41.9 meeting; very well received
Ongoing Part 68 and CS-03 Harmonization • Both FCC Part 68 and CS-03 contain harmonized requirements for handsets: • Hearing Aid Compatibility and Volume Control • In addition, Part 68 contains consumer protection requirements • Total harmonization of Part 68 and CS-03 could be achieved by adopting consumer protection requirements in CS-03 • Ongoing harmonization to be achieved by regulatory cooperation
In the Future … • Increase coordination between ACTA, TIA 41.9 and Industry Canada; and between Industry Canada and the FCC to maintain harmonization • Harmonize notification process of future changes • Harmonize testing labs qualification requirements • Have an mutual recognition agreement with FCC on technical requirements • Recognize administrative requirements where possible (longer term)
