Resource Conservation and Recovery Act Goals How it accomplishes goals RCRA creates a solid waste program, that encourages states to develop comprehensive plans to manage non-hazardous solid waste, sets criteria for landfills and other solid waste disposal facilities, and prohibits the open dumping of solid waste. RCRA creates a hazardous waste program, that establishes a system for controlling hazardous waste from the time it is generated to its disposal. RCRA creates an underground storage tank program, that regulates underground storage tanks containing hazardous substances and petroleum products. • Protect human health and the environment from the hazards posed by waste disposal. • Conserve energy and natural resources through recycling • Reduce or eliminate, the amount of waste generated, including hazardous waste. • Ensure that wastes are managed in a manner that is protective to human health and the environment.
