Liberating the NHS:Local Democratic Legitimacy in Health local HealthWatch will: • Act as local consumer champions across health and social care • Be given additional funds • Provide advice and signposting • Take over the role of ICAS • Help individuals with the CHOICE agenda • Report concerns to HealthWatch England • Be commissioned by Local Authorities • Have continued rights to visit provider services • Membership of Health & Well Being Boards

Liberating the NHS:Local Democratic Legitimacy in Health HealthWatch England will: • Form a statutory part of the Care Quality Commission • Provide leadership, advice and support to local HealthWatch • Provide advice to the NHS Commissioning Board • Powers to propose CQC investigations of poor services (Mid Staffs)

Liberating the NHS:Local Democratic Legitimacy in Health The NHS Outcomes Framework • NICE to produce 150 standards for all main pathways of care • 3 domains of quality • Effectiveness of treatment • Safety • Broader experience patients have of treatment & care received • To replacing National Service Frameworks (Cancer: Coronary Care: Mental Health etc)

  13. Liberating the NHS:Commissioning for Patients Recap: • Abolished Strategic Health Authorities & PCT’s (too remote) • Introduced a National NHS Commissioning Board and local consortia of GP Commissioners • The GP consortia will have a duty of public and patient engagement
