MEPCO Status • MEPCO owners: • CMP – 78.28%, BHE – 14.22% & MPS – 7.50% • CMP & BHE are PTOs and NEPOOL Participants • Upon the roll-in effective date: • MEPCO will become a PTO under the TOA • MEPCO will be defined as a “Related Person” under the RNA • MEPCO’s 345kV transmission facilities will be defined as PTF and Line Sections 388, 392, & 396 will be listed in the PTF catalogue
Grandfathering Concepts - MGIAs • All NF agreements scheduled to terminate on 12/1 • All LTF agreements with a confirmed reservation that does not include the ME/NB border as a POR or POD are scheduled to terminate on 12/1 • All LTF agreements with a confirmed reservation that includes the ME-NB border as a POR or POD must affirmatively elect: • Option 1 - Terminate • Option 2 - Convert to MGIA
MGIA Concepts • MEPCO TTC: • North to South = 700MW (N-S to 1000 after NRI in service) • South to North = 100MW Contingent Firm ( S-N to 300 & 700 for Firm & Contingent Firm, respectively after NRI in service) • MEPCO Confirmed LTF Reservations Currently Eligible for MGIA Treatment • Several currently effective LTF PtP TSA totaling 650MW with a POR of NB_ME_Border • 1 currently effective LT Contingent Firm TSA for 100MW with a POD of NB_ME_Border
MGIA Concepts – Cont’d • MGIA Rate initially set at current Schedule 20B prices ($/kW-Mile) indexed to annual changes in RNS rates • All MGIA revenue credited to MEPCO’s RNS revenue requirements under Attachment F • MGIAs no different than other GF agreements
