Conclusions • Observations showed high levels of risky events • High numbers of competing and incompatible road users using hard shoulders • Pedestrians particularly vulnerable • Crash data does not allow for a rigorous crash analysis • Clear lack of certainly among drivers about what the legislation permits. • More research essential.
