  14. Casi in cui non è possibile finanziare gli impianti e infrastrutture energetiche Nei seguenti casi: 1. Ente pubblico che affida la costruzione e gestione di un impianto tramite procedura di concessione di costruzione e gestione o project financing; 2. Ente pubblico che affida la costruzione e gestione dell’impianto, di cui rimane proprietario, ad una ESCO tramite una concessione di costruzione e gestione o un project financing Non si può concedere alcun contributo pubblico qualora l’ente pubblico non cofinanzi o non intende finanziare l’opera poiché i relativi costi si finanziano interamente tramite la gestione economica dell’impianto 14
