Progress To date • Consultation with Service Users via Herefordshire Carers • 1st and 2nd round consultations complete • One 2 one financial consultation meetings • Decision to use a ceiling price approach • Decision for whole county zoning • Decision on improving allocation process • Decision to use EMS & allied support to suppliers agreed
One 2 one summary 19th and 21st November 2013 • Total scheduled = 18 cancellations = 4 • Ceiling price – yes = 8 no = 5 unconfirmed = 5 • 15 and 30 minute calls • Prices for other ‘types’ of calls • Business development rate – process to be published within tender documents
Other items raised • Brokerage Process – seen as non transparent • Volume requirement – hand in hand with lower price • EMS support – confirmation of support • Direct payments – clarity around councils role
Pricing structure • Ceiling rate - £13.98 for hour calls • 15/30 minute calls with be pro rata of £14.50 suggested rate from the market • ‘B’ type care will be market determined but must equal or less than ceiling hourly rate
