25 Cities Initiative San Francisco: Building Your CAHP System Dave Lopez San Francisco, CA Deputy Director of Operations Swords and Plowshares
How did we get here? • Respect, “Leaving your ego at the door!” • Quality vs. Quantity • Developing and tailoring processes that will work in your CoC outside of recommended 25-Citites SOP. • Creating a “Work Group” (meet weekly) • CAHP system development & integration
What we’ve learned • Communication is essential • Setting and managing expectations • Creation of a Community Coordinator position • Key point people at VA, Swords, CoC, HA, community partners • Training, training, training
Myth busting! Myth: A Veteran loses their chronically homeless status after being housed via SSVF and is no longer eligible for HUD VASH and other dedicated PSH. Fact: SSVF participants maintain their eligibility for PSH allowing for SSVF attempt to resolve the housing crisis. If greater supports are necessary, using progressive engagement, PSH can still be accessed.
SSVF & Ending Veteran Homelessness Melissa Haley Director of Supportive Services Volunteers of America of Greater New Orleans Treshone Collor SSVF Program Director & 25 Cities Team Leader, New Orleans Volunteers of America of New Orleans
Greater New Orleans • Volunteers of America of Greater New Orleans was the first SSVF program in the Greater New Orleans area • Our initial target was to assist 300 Veterans • We successfully assisted 680 Veteran in 2011 • The increase in service numbers was due to a significantly lower amount of Temporary Financial Assistance needed to secure and maintain housing
Best Practices • Housing first model • Consistent engagement • Mass marketing-billboards, buses, PSA, • On-going planned collaboration • Rewarding Outreach Teams & Case workers • Celebrating success
Challenges/Barriers • User-friendly system that can show accuracy of match-ready and matched/placed. • Delay in having the tool up and running after the launch of the 100 days • Using the document storage system • Staying on target to achieve overall goal (180 in 100 days) • Ensuring the system works • Tie breaker process • Clear communication
Barriers to ending homelessness amongst Veterans • Collaborative between active affiliates (VA, CoC, City, State & Non-Profits) • Eligibility to transition from homelessness, transitional, permanent, to VASH • Clearance from SSVF to VASH • Verification to determine homeless person was a Veteran
Stages of Developing Coordinated Assessment & Housing Placement Before • Lack of consistency • Multiple systems • No Prioritization During • Consistent collaboration • Development of Coordinated Assessment • Streamlining
ALL ROADS LEAD TO HOUSING • Multiple Access Points • Single determination of placement • Prioritization • Access to multiple housing options • Functional Zero
25 Cities, Mayor’s Challenge, CAHP system, Resources, Collaboration • Identify and utilize resources available in the CoC & community • Targeting and Prioritizing • Successfully housing 227 Veterans • Currently using the VI-SPDAT along with using the Google docs to track and record all Veterans • Rapid Response system: engage, warm transfer, enroll, house
Outreach Strategy • Search & Rescue team • Night and weekend Outreach • Hired Veterans to do Outreach • Collaborated with existing outreach teams • Warm transfers and follows up
Myth busting! Myth: A Veteran can’t receive any support via SSVF if they are being housed through another subsidy. Fact: SSVF can sometimes provide security deposits and move-in expenses for Veterans moving into HUD VASH or other PSH. Where Veteran families are receiving subsidized housing without support services, SSVF may be able to provide case management.
