  2. Content ofPresentation • The integrated census • Dissemination strategy • Users and uses • SAS BI technology • SAS BI applied in the 2006 pilot census UNECE Geneva 2008 Census dada dissemination

  3. The Integrated Census 2008 - Israel • Integrating Administrative sources and sample surveys enumeration • Area based sample – Estimating under-coverage within a Statistical Area, and collecting socioeconomic information not available in administrative sources. • Population Register Sample – Estimating over-overage within a Statistical Area UNECE Geneva 2008 Census dada dissemination

  4. Integrated census results • Integrated Census File (ICF) – a file holding demographic variables for each person in “de-facto” population + weights (reflecting coverage probability) • Socio-Economic File (SEF) – a file holding records for a sample (≈17%) with all variables + weights (reflecting sample size) UNECE Geneva 2008 Census dada dissemination

  5. Census data dissemination strategy • Supply a variety of products • Respond to a variety of users and uses • Timely results • User friendly access INTERNET - Main channel for dissemination UNECE Geneva 2008 Census dada dissemination

  6. Core needs • A user-friendly tool that enables end-users to produce statistical outputs without the involvement of professional programmers. • Easy access to data on the Internet. • Homogenous and clear data presentation • Constructing a set of basic templates, which can be preserved, maintained and enacted when data is ready UNECE Geneva 2008 Census dada dissemination

  7. Core needs (cont.) • Automated routing and feeding data into pre-designed templates by user’s choice. • Online metadata linked to data products. • Automated updates • Maintain Statistical confidentiality • Provide statistical reliability auditing. UNECE Geneva 2008 Census dada dissemination

  8. Potential Users • Policy planners; local and national • Aacademia and researchers • International organizations • Public and private companies • Students • The public UNECE Geneva 2008 Census dada dissemination

  9. Crossing users and products UNECE Geneva 2008 Census dada dissemination

  10. Dissemination products • “Area profiles” - a set of pre-designed basic tables, charts and maps, for all main topics of the census • “Predefined queries” - extracting data from a set of detailed pre-prepared ditailed tables. • “Dynamic queries” - the user can create tables as he chooses using a friendly, easy to operate tool. UNECE Geneva 2008 Census dada dissemination

  11. Options • In – House development of a tailored application • Purchase a shelf-product UNECE Geneva 2008 Census dada dissemination

  12. The Chosen Technology • “SAS Business Intelligence” (SAS BI) – an application working on the SAS platform developed for the business community. • A comprehensive set of capabilities that meets the needs of a variety of users • The technology complied with the set CBS core requirements (minor modifications) UNECE Geneva 2008 Census dada dissemination

  13. SAS BI capabilities • Web-based report viewing for relational databases • Web-based report building and editing through a zero-client interface. • Advanced data exploration and the ability to push results back to report building and viewing environments. • Integration with Microsoft Office. UNECE Geneva 2008 Census dada dissemination

  14. SAS BI capabilities (cont.) • Guided analysis and access to analytics capabilities. • Query and analysis as a pervasive part of all interfaces. • Advanced visualization. • An application development environment. • Advanced metadata management, including shared, business metadata and a single metadata management interface for the whole solution. UNECE Geneva 2008 Census dada dissemination

  15. The main components • SAS Information Map Studio • Metadata models based upon physical data. • Friendly, and clear view regardless to what the physical data is. UNECE Geneva 2008 Census dada dissemination

  16. UNECE Geneva 2008 Census dada dissemination

  17. SAS Enterprise Guide • Windows client application with an easy-to-use graphical user interface, designed to enable self-sufficient and quick guided access to much of the analytical power of the SAS System • Each Enterprise Guide data analysis project contains one or more process flows including a bundle of tasks used to produce the wanted result. Each task shows also its generated code and log. UNECE Geneva 2008 Census dada dissemination

  18. UNECE Geneva 2008 Census dada dissemination

  19. Web Report Studio • Report authors can use data from multiple data sources, define custom calculations and filter combinations, as well as integrate SAS’ analytic results into a single report. UNECE Geneva 2008 Census dada dissemination

  20. UNECE Geneva 2008 Census dada dissemination

  21. 2006 pilot census products • The pilot census included 25 localities. • Only one route of data dissemination was fully tested in the pilot census - aggregated data in “area profiles” for the localities and “statistical areas” within localities. • “Area profiles”- six types of templates were designed (according to size of locality and main population group in each statistical area). UNECE Geneva 2008 Census dada dissemination

  22. SAS BI ENTERPRISE GUIDEfor “area profiles” • Creating templates for the various tables for each type of profile. • Defining the relevant population, variables and categories and table outline UNECE Geneva 2008 Census dada dissemination

  23. SAS BI ENTERPRISE GUIDE • “Collecting” the codes which were created automatically, as a consequence of defining the templates • Creating a cover program which navigates the data production by “profile” type • Activation of the cover program on the pilot census file. UNECE Geneva 2008 Census dada dissemination

  24. Web Report Studio • Producing the final tables and charts as HTML files which were converted into PDF files and uploaded to the Internet. • Currently only Hebrew reports. UNECE Geneva 2008 Census dada dissemination

  25. Plans for 2008 census • Expand the uses of SAS BI components for the other dissemination products. • Static queries on the Internet • Dynamic queries on the internet • Integrate census data with geographic applications. • Components chosen according to relative advantage, output needs and definitions.
