Philosophy • The Work Program always considers Safety as the first priority; • Efficiency and Capacity works are prioritised based on the greatest common benefit, and priorities are agreed by the group; • The Safety and Efficiency balance is considered; and • The work program is aligned with ICAO Policies and Plans
Process • Identify (Desired Operational Outcome) • Analyze (Constraints or gaps that need to be overcome) • Plan (Solution) • Adapt (Monitor and Review)
Identify • Identify desired operational outcome • Problem on ATC and/or Operator • Efficiency enhancement. • Area in the region • Timing in the day and/or year
Analyse • Determine the Constraints or gaps that need to be overcome • Determine root cause and related factors • Determine Adaptable ASBU concept. • Measure the required level. • What item need to be considered for achieve ASBU concept.
Plan • Adaptable technology and technique • Evaluate requirement for ANSP and Airline • Assign tasks to ANSP and Airline • Schedule detail tasks. • Agree priority
Adapt • Monitor the process and track the tasks • Evaluate the result of works. • Check further requirement of enhancement.
