University mission : • Teaching • Research • The local University obligation (to render the region a service)
Background Research Universities are in a comparatively worse situation • Primary function is to teach, not to do research • Budget financing of a science is very inappreciable, especially at regional universities. • They are not accredited as research institutions • The variety of research projects, which universities may take part in, are limited • Example of controversy in the RF legislation: - Charters of Federal Science Foundations (RFBR and RFH) don’t allow Universities to receive grants. However, Universities take part in grant competitions based on the State Law “About Higher… Education”
Background • The help of local government is primarily directed to financing of applied problems of region. More often, it is even not a scientific and technical activity, but it is development of a social infrastructure and solution of organizational or estimating problems
Background • There are almost nohigh-tech companiesin the region. This closes the financing of scientific research through the University-Industry Cooperative Research. • However, the timber, paper and mining industries are developed intensively and successfully. High technologies become necessary for these sectors of economics.
The basic scientific problem at a Russian university • It is necessary to consider different ways of searching of money for development of scientific research
The new approaches • Other ways of searching of money for science are successfully developed in the world. The basic approach consists in direct transfert of university technologies into industry. This wayis based on the title of university on the intellectual propertywhich is created on budget money.
The new approaches At our universities, the possibility has appeared to become the actual proprietor of the intellectual property. • A new Patent Law was accepted in Feb 2003 and clarified the case when IP was created at the federal expense and under federal contract: - the State holds title if stated in the contract. Title belongs to the research organization in all other cases. - if the government does not apply for a patent within 6 months, the organization has a right to proceed. - ownership rights may be assigned to the Ministries
University “-” • The professor of university strongly loaded by teaching. For scientific êecearch there is no time practically. • The installations have become outdated. • The connections with a local and Russian industry are lost.

University “+” • The professors of faculty have major and positive experience in University-Industry Cooperative Research. • The new possibilities have appeared. Primarily they are connected withthe operation of REC “Plasma”. • The region moves to theinnovationway of development. It is declared by the government of the region. • The research and development projectsundercontracts of industry have appeared. One can expect that this way of financing of science will be extended.
University “-;+” • There is a necessity to develope the new approaches for searching money on science. • CRDF carried out competition of the projects on development of transfer technology offices in RECs. • Unfortunately, we have not win. • But we participated in 2 meetings in Moscow on problems of technology transfer. We were the participants of 2003 Technology Transfer Program in Baltimor, Raleigh and Arlington. A decision was made to prolong the activity on TTO development.
The strategic plan The main concepts of our plan of ТТОdevelopment are the following. • ТТО forms at REC and solves commercialization problems of the technology which are generated here. • REC is the carrier of ideology of high technology at the university and in the region. Therefore ТТО will apply the university developments into industry. • The basic goals of ТТО (that is its specialization) should be focused on development of connections with a local industry. This function of ТТО meets understanding of the university administration, and there is a substantial support of the Rector.
The nearest problems. • Development of policy of university in the field of the intellectual property and commercialization of technology. • Inventory of REC and university technology. • Study of needs of local industry. • Educational activity.
Examples of technology (University) • Method of the local seismic analysis for examination of reliability of buildings, bridges and other constructions. • Application GIS technology for an estimate of supply of a wood.
