Background • The BCC expressed comments and concerns regarding signs • Public hearings • Open Board Discussions • In response, Staff has scheduled two (2) work sessions as follows: • September 10 – General overview of Sign Regulations • September 24 - Discussion of Board and Staff concerns, review of potential Sign Code amendments to address concerns

Current Sign Regulations • Chapter 31.5 divided in 2 areas: • General Sign Regulations • Tourist Commercial Sign Regulations • Each have their own standards for: • Pole signs • Ground signs • Wall signs • Awning signs • Subdivision signs • Banner signs • Signs for non-residential uses in residential areas • Prohibited signs

  7. Tourist Commercial District • Generally, Tourist Commercial Sign Code is more restrictive for: • Height • Width • Maximum Copy Area • Setbacks • Changeable Copy

Pole Sign Standards GENERAL SIGN CODE TC SIGN CODE • Max. height = 30 ft.; (20 ft. for Office) • Max. copy area = 300 sq. ft. • 1 sign if up to 400 ft. road frontage; 2 signs if over 400 ft. road frontage • Cannot be within 100 ft. of residential • Must be at least 100 ft. from other pole signs • Max. height = 30 ft. (7-11 sign = 12 ft. high) • Max. copy area = 100 sq. ft. (7-11 sign = 84 sq. ft.) • 1 sign if up to 500 ft. road frontage; 2 signs if over 500 ft. road frontage • 150 ft. setback (setback does not apply to limited access highways) • Must be at least 100 ft. from other pole signs

Ground Sign Standards GENERAL SIGN CODE W = 10 ft. • Max. height = 12 ft.; 10 ft. in office; 8 ft. in residential • Max. copy area = 120 sq. ft.; 100 sq. ft. in office; 32 sq. ft. if within 100 ft. of residential • 1 sign if up to 400 ft. road frontage2 signs if over 400 ft. road frontage • Must be at least 100 ft. from other pole or ground signs • Changeable copy permitted H = 12 ft. W = 8 ft. TC SIGN CODE • Max. height = 8 ft. • Max. copy area = 60 sq. ft. • 1 sign if up to 500 ft. road frontage2 signs if over 500 ft. road frontage • Changeable copy not permitted H = 6 ft.

Pole and Ground Signs How Much Do They Get? • ½ sq. ft. of copy area for each linear ft. of road frontage • 200 + 400 x ½ = 300 sq. ft. allowed • Cannot count limited access highways as road frontage • Cannot count unopened roadways • These standards apply to both General Sign Code and the TC Sign Code. • There are additional pole sign restrictions

  11. Wall Sign Standards 12 ft. 2 ft. 4 ft. 12 ft. GENERAL SIGN CODE TC SIGN CODE • 1 ½ sq. ft. for each linear ft. of bldg. frontage • Add’l ½ sq. ft. of signage for each ft over 200 ft. of bldg. frontage • Max 400 sq. ft., plus bonus copy area for height • Example: 12 ft. x 2 ft. = 24 sq. ft. • 1 sq. ft. for each linear ft. of bldg. frontage • Max 200 sq. ft. of copy area, plus bonus copy area for height • Example: 4 ft. x 12 ft. = 48 sq. ft.

  12. Wall Signs How Much Do They Get? GENERAL SIGN CODE Example: 1.5 x 60 = 90 sq. ft. allowed TC SIGN CODE Example: 1 x 60 = 60 sq. ft. allowed

  13. Wall Signs Increase due to height of sign above ground Sign Height% increase 0 – 35 ft. No increase 36 – 50 ft. 10% 51 ft. – 75 ft. 15% 76 ft. – 100 ft. 20% 101 ft. – 140 ft. 25% Over 140 ft. 30%

  14. Changeable Copy Only pole signs may have changeable copy • Code allows changeable copy, but prohibits animations • Scrolling or flying text and graphics • Chasing or flashing lights • Video • Any pole, ground or wall sign may be have changeable copy area GENERAL SIGN CODE TC SIGN CODE

  15. Awning Sign Standards GENERAL SIGN CODE TC SIGN CODE • Copy area = 1.5 sq. ft. for each linear ft. of building frontage • Minimum clearance = 9 ft. • Copy area = 6 sq. ft. except if it is for a movie theater; then it’s 100 sq. ft. per movie screen • Minimum clearance = 9 ft.

  16. Subdivision Sign Standards • Must be a ground or wall sign • One sign at primary entrance • One sign at secondary entrance • Primary sign max copy area = 100 sq. ft. • Secondary sign max copy area = 48 sq. ft. • Maximum height = 8 ft.

  17. Signs for Non-residential Use in Residential Areas • Only 1 sign allowed • Max. copy area = 32 sq. ft. • Max. height = 8 ft. • Typically used for day care centers and religious uses

  18. Banner Sign Standards • Allowed in COM and IND zoning districts • Cannot be placed more than 14 days prior to the event and shall be removed no later than 3 days after the event • Cannot be used for more than 30 consecutive days • 1 permit for each 6 months • 1 per parcel • May be erected on the building • Cannot exceed 20 ft. in height • Max. copy area = 40 sq. ft. • Cannot be placed on unimproved property • Streamers, pennants, flags, ribbons, and spinners cannot be used

  19. Prohibited Signs • Any sign on public property • Any sign which simulates emergency lights • Snipe sign or A-Frame sign • Any sign that flashes, zooms, twinkles or sparkles or resembles traffic signals • Chasing lights, zip lights, rotating beacons, strobe lights • Portable signs • Any vehicle with signs attached to them • Any sign placed on a fence or wall independent of the building

  21. Planned Development Signs • Option to meet General Sign Code or prepare a Master Sign Plan • Most often the PD is restricted to no pole signs and billboards • Commonly include waiver requests: • Number of signs • Height • Copy area • Setbacks

Overlay / Special Districts • Some Overlay / Special Districts include additional sign standards: • West SR 50 – prohibits pole signs/electronic changeable copy • South Orange Ave. – pole signs prohibited • Conway Road – pole signs prohibited • Lake Avalon RS – prohibits pole, billboards and electronic changeable copy • Four Corners CVC – low profile signs along major roads • Horizon West – prohibits pole signs, electronic signs, billboards
