Summary of Proposed Changes • Capital charges will be paid with vertical construction permit • Improves cash flow and project financing • Streamlines procedures by eliminating tracking of pre-purchased capacity
Summary of Proposed Changes • Capacity not connected for two years will revert to OCU and capital charges will be refunded • Capital charges purchased prior to the revisions can still be sold and transferred
