OBJECTIVES • Development of a general methodology for data collection to evaluate the efficiency. • Data collection in several cities and counties following the procedure developed. • Simulation with the target of improving the efficiency of CT-schemes, SMs and Ls analysed within the project. • If feasible, improvement measures will be implemented and assessed.
TASK 1 • Legislation inventory, methodology & reference • Inventory of legislation, methods for evaluating process efficiency and product quality in each participating country. • Development of a methodology for EU-wide efficiency evaluation. Characterisation of the whole process from the beginning to further-on processing of products and from depositing to emission. • Definition of reference cities/counties in each partner country for carrying out the tasks.

TASK 4 • Data collection and standardisation • Definition of standardised data gathering sheets. • Data collection and analysis of the existing CT-, SM-, L- systems at locations of task 1. • Data standardisation.
TASK 5 Matter modelling Material flow schemes (mass balance) – efficiency evaluation, output products CT: influence of fee systems. SM: effects of CT on SM flow schemes, influence of markets (local, regional, national, trans-national). L: gas (CO2, CH4) sewage (leachate), solid matter, description of matter behaviour, landfill effects on environment.
TASK 6 • Integrated modelling and transfer know-how • Definition of model parameters. • Transfer of models for WP7.
Deliverables • Legislation survey on CT, SM, L operations and methods for evaluation the overall efficiency, the secondary raw material quality and the quality of material for final storage in the participating countries. • Comparable data (basis) for collection/transport systems, sorting plants/MRFs and landfills in European member states for modelling, assessment and decision finding.
Methodology for evaluating the overall efficiency of CT, SM, L in Europe. • Suggestions for improving process efficiency of CT, SM, L analysed within the project. • Reports on implementation and assessment of improvement measures.
Open questions? • Number of cities/counties? • Data detail: common denominator (e.g. comparison between Lisbon-Stuttgart: container system, collectors per trucks, vehicles, maintenance intervals of vehicles, etc.? • Reference quantity (MSW definition - national, EU)? • Assessment criteria (product quality, costs, environment)? • Effects on landfill (e.g. reduction of organic - how integrated in assessment scheme)?
