  2. Introduction REACH – Real Estate and Asset Communication Hub REACH is a web-based system that allows for electronic submission of agency real property requests, document sharing and status tracking.

  3. Purpose The system is designed to: be more efficient than current process eliminate the use of paper forms provide real time access to the status of any transaction request show each agency its individual dashboard quick reference to and tracking of requests

  4. Access to REACH Each Agency Land Coordinator must have a REACH user account. An account is created by completing and submitting the SPC Agency Agreement-Request for Access form located on the SPC Website http://gspc.georgia.gov//forms under REACH. Upon receipt of the login and password, the Agency Land Coordinator can access REACH by logging into QuickBasehttp://georgiabuildingauthority.quickbase.com.

  5. Transaction Requests Once you’re logged in to REACH, you will notice six request tabs. Each tab represents a type of transaction to be requested. Let’s talk about each tab and the transactions each includes.

  6. Transaction Types Acquisition Tab: Select this tab for Acquisitions of a Conservation Easement, Condemnation, Donation, Easement, Encroachment Agreement, Exchange, Executive Order Transfer (acquiring agency), Purchase, & Other. Fee Simple Tab: Select this tab for Surplus, Exchange, and Executive Order Transfer (disposing agency). RLA/Easement Tab: Select this tab for Revocable License Agreement (RLA), RLA to Easement, and Easement. Lease Tab: Select this tab for Short-term Lease, and Long-term Lease. Certification Tab: Select this tab for Certification of Ownership Demolition Tab: Select this tab for Executive Order for demolition.

  7. Lease Agreement – Lessee Details These next several slides are screen shots accessed by clicking on the Lease tab. We will walk you through the individual sections for short-term and long-term request. This 1st screen shot shows what information is required to be entered for the Lessee (acquiring entity) information.

  8. Lease Agreement – Custodial Agency On this next slide, it’s important to note in the Custodial Agency section that the agency request must include dates and documentation showing the agency’s support for the Lease.

  9. Lease Agreement – Lease Type Next, screen shot shows the type of Lease. You will select the specific Lease request type from the drop down. The request can be a Short-Term Lease or Long-Term Lease.

  10. Lease Agreement – Property Information Property Information screen, we ask you to enter as much property information as possible. We understand that not all fields will be applicable.

  11. Lease Agreement – Supporting Documents Supporting Documents is the section which allows you to upload all applicable supporting documents.

  12. Lease Agreement Within the Submit Request to SPC section, you must check that you have read and agree to the REACH Terms and Conditions. REACH Terms and Conditions can be found on SPC’s website SPC REACH Terms and Conditions (Hyperlink – copy and paste to web).

  13. Features- Information Icons Let’s discuss some features you will notice as you move through the sections. You will notice the Information Icon throughout sections. Users can hover over the “Information Icon” for detailed information or a description as to what the particular item is.

  14. Features- Information Icons After a request is submitted to SPC, SPC reviews the information submitted. In the Request Approval section, SPC has 3 options for a submitted agency request (Approve, Additional information needed, and Request declined). Once an option is selected, the agency will be able to see who within SPC is the lead and therefor who any questions should be directed to. This slide shows that the request was submitted to SPC on July 7, 2016 and is pending. There is a comment section where the submitter can note important information.

  15. Features- Email Notifications Finally, another feature is REACH’s Email Notifications: An Agency Land Coordinator who has an account in REACH will receive email notifications of any actions taken by SPC in regard to a particular submitted request. This slide shows you an example of an email notifying the Agency Land Coordinator the Request submitted requires “additional information” and shows the specific reason of what is needed before SPC can approve. The notification also shows the SPC lead and their contact information.
