Several Key FDEM staff and county EM directors are attending the Florida Emergency Preparedness Association conference in Daytona Beach Area 1 and 5 Coordinator as well as 2 housing coordinators are deployed to Miami in support of the Super Bowl. Area 4, 6, & 7 Disaster Housing Coordinators are deployed to other operations Forward Area Command has been established Use of generators and chain saws may become a safetyissue. ~2500 homes damaged, ~1500 major or destroyed Planning Assumptions

ESF 2 – Communications • Current Issues – • Wireline • No major damage reports at this time. • Currently about 20 customer reports resulting from tornados, numbers expected to increase as customers report. • Approx. 20 DLC (Digital Loop Carriers) on generator or battery back-up in affected area • Approx. 2 Central Offices on generator back-up power • FEIL 800 line up and operational • 150-port conference line currently activated. In the process of setting up approximately 6 additional 100 port lines for SEOC.

  28. ESF 2 – Communications • Current Issues – • Wireless - • All wireless carriers are operational. Heavy capacity loads in Lake County area but no tower failures • SLERS (State Law Enforcement Radios System) is fully operational-some service congestion so TAC channel coordinated specifically for the affected area • FIN (Florida Interoperability Network) fully operational-except for T1 line in Deland is being worked on • Approximately 12 analog lines being installed in Governor's Conference room, CSA has been processed • Unmet Needs – None at this time • Future Operations – • Continue to monitor situation and support communications as needed Up Next – ESF 4 & 9

ESF 6 – Mass Care • Current Issues – • Red Cross has 7 Emergency Response Vehicles (ERV'S) in the disaster area. • 13 more ERV's arriving tomorrow with 40 on standby. • Red Cross conducting data assessments. • Salvation Army has 5 Canteens working in the disaster area. More on standby. • Shelter database updated in real time @ Floridadisaster.org. • Elder Affairs and Children & Families mobilizing staff to provide assistance as required. • Unmet Needs – None at this time

ESF 8 – Health & Medical • Current Issues – • Special Needs Shelters (SpNS) as of 1530 • Lake County has 2 SpNS open • Villages Elementary School (Dual General and SpNS Shelter) • 3 clients (oxygen dependent: 1; electrically dependent: 1) and 1 caregiver • Bay Street Baptist Church (Dual General and SpNS Shelter) open but no clients at this time. • Nursing Homes some reporting minor issues and are being addressed locally • Volusia County reports 1 Davita Dialysis Center closed due to damage patients being treated in alternate location. • Logistics: Ordering sanitation packages (Sanpacks) for 2 ice and water stations (mission 86)

  36. ESF 8 – Health & Medical • Current Issues Continued – • Current ESF8 Forward Coordinating Element (3 staff) is returning to Tallahassee. Region 4 Regional Emergency Response Advisor (RERA) Ken Sturrock has deployed to the Lake County Emergency Operations Center to serve as the State ESF8 liaison to the state emergency response team (SERT).Unmet Needs – None at this time • Regional Emergency Response Advisors (RERAs) from Regions 3 & 5 continue assessments in their regions • Seven Health Regional Public Information Officers have been put on standby for possible deployment to assist the affected counties, public information effort.

  39. ESF 10 – Hazardous Materials • Current Issues – • 90-foot dinner cruise vessel sunk at dock in south Deland with 150 gallons of diesel on board. Local Hazmat team responded and contractor hired to offload fuel. • Transformer spilled mineral oil at electric utility yard in Sumter County; currently being cleaned up. • Responders made contact with local EOC's. • Unmet Needs – None at this time • Future Operations – • Monitoring situation with field responders on standby • Continue followup on known spills Up Next – ESF 11

ESF 11 – Food & Water • Current Issues – • School food service authorities in affected counties notified authorized to release commodities to disaster feeding organizations for feeding at shelters • Working with Logistics on availability and delivery of bottled water and ice as requested • Determining amount of US Department of Agriculture food in inventory at state-contracted warehouse • Verifying warehouse and school food service after hours point of contact information • Unmet Needs – None at this time • Future Operations – • Deploy ESF 11 staff as needed • Arrange for delivery of US Department of Agriculture commodities to disaster feeding organizations if requested Up Next – ESF 12

ESF 11 – Food & Water • Current Issues – • Electric Energy - 10,258 total outages statewide. • Progress Energy Florida - 7,800 total outages. • Marion County outages - 3,300 90% of outages will be restored by mid-night tonight. Balance restored by 6 pm Saturday. • Volusia County outages - 4,500 90% of outages will be restored by mid-night tonight. Balance restored by 6 pm Saturday. • Florida Power and Light - 88 total outages. • Volusia County outages - 88 Service restored by midnight tomorrow. • Electric cooperatives - 2,195 total outages. • Citrus County outages - 24 Service restored by midnight tonight. • Lake County outages - 1,364 Service restored by noon tomorrow. • Marion County outages - 175 Service restored by noon tomorrow.

ESF 11 – Food & Water • Current Issues (cont.) – • Sumter County outages - 632 Service restored by noon tomorrow. • Municipalities - 175 total outages. • New Smyrna Beach - 175 Service restored by midnight tonight. • Fuel Energy - There is no impact to the motor fuel availability in the impacted area. • Natural Gas - 308 natural gas customers in Marion County have had natural gas service turned off. All gas leaks in the area have been made safe. Approximately, 250 of the turned off gas services are too damaged to return to service. All gas services that can safety be returned to service will be restored within 12 hours. • Unmet Needs – None at this time • Future Operations – • Monitor and report electric utility outages and estimated times of restoration. ESF 15 – Volunteers & Donations • Current Issues – • Staff on site to support Lake County. • Florida Voluntary Organization Active in Disaster (VOAD) conducted a conference call with partners and county representatives. • Supporting county ESF 15 operations. • Monitor support group activities (i.e. Catholic Charities, Night Runners, Adventist, Latter Day Saints, Second Harvest, Christian Contractors, American Red Cross, The Salvation Army, Florida Baptist Disaster Relief, NCCC AmeriCorps, Compassion Alliance, Florida VOAD). • Issues safety first press release. • Activated the Volunteer and Donation Hotline (1-800–FL HELP1)
