Why are Texas schools fingerprinting? • 80th Legislative Session authorized SB 9 • Expands criminal history review to include national criminal background checks • Provides updates of an subsequent criminal history • Helps to ensure safer schools
Who is required to be fingerprinted? • All certified educators [those holding an educator certification issued by the State Board of Educator Certification (SBEC)] • Administrators and classroom teachers • Instructional aides • Clerks who hold certificates • Other employees who hold a certificate regardless of assignment con’t.
Who is required to be fingerprinted? • All classroom instructional aides and substitutes, whether certified or not • Non-certified employees or contracted personnel hired by the district on or after January 1, 2008 • Note: Employees certified after October 1, 2003 have already completed fingerprinting requirements.
When will the process start? • July 1-DISD will received official notification • July 8-DISD uploads employee data to TEA and 80 Day window for fingerprint requirement begins • All required employees must be fingerprinted within the 80 days to continue employment status • July 28-31-TEA approved vendor, L-1 Identity Solutions, will send mobile unit to DISD
Where will fingerprinting occur and whatare the campus dates? • Devine High School Library • July 28 J.J. Ciavarra Elementary • July 29 Devine Intermediate School • July 30 Devine Middle School • July 31 Devine High School • May 15-May 30 Required employees will schedule fingerprint appointment with their campus secretary
Who will pay for fingerprint requirement? • Fingerprinting fees for all SBEC certified personnel employed by a school district in Texas during 2006-07 will be paid by the state (October 2006 PEIMS) • Remember-Employees who received their certification since October 1, 2003 have already completed fingerprinting requirements
How will the process work? • By May 30 All certified employees must verify that their FIRST and LAST name on their SBEC certificate match the name that is currently on their driver’s license. Details will be given at campus meetings. • July 9-10 Employees receive e-mail notification from SBEC in their district or summer e-mail account. E-mail will inform employees how to proceed to obtain a FAST Fingerprinting Pass. con’t.
How will the process work? • Note: Look for email from “Itsbatch” with ‘AutoEmail:SB9 Fingerprinting Information (Individual)’ in the subject line. • Print out your FAST Fingerprinting Pass. • Bring the FAST Pass and driver’s license to your scheduled fingerprinting appointment. You MUST have both to complete the fingerprint process. • A photo will also be taken at the fingerprint appointment.
What if…? • Employee is not present during DISD’s scheduled fingerprinting time with L-1 Identity Solutions? • An employee can schedule their own appointment with L-1 (no fee). No appointments can be made prior to TEA’s employee notification (July 9-10).Details will be given at campus meetings. • L-1 is unable to get a fingerprint reading? • Employee will be notified by e-mail and will have to re-schedule to have fingerprint scan completed again.
What if…? • A report of an arrest or conviction “hit” is made? • TEA’s focus for fingerprinting is on crimes against children and students; however, • Employee will meet with campus and central office administrators to determine whether offense will impact employment. • Note: District employees MUST notify the central office in writing within 3 business days of ANY arrest or convictions [Policy-DH (Local)].
Keep in Mind….. • SB-9 fingerprinting requirement is a state required process. • SB-9 is designed to make schools safer. • Central office will provide step-by-step procedures at campus meetings and information will also be placed on DISD’s website. • TEA will pay for fingerprinting if certificate holder worked in a Texas school district in 2006-07 (October 2006 PEIMS).
