  1. Economic Self-Sufficiency Work Group 2007 ORR Annual Consultation January 23, 2007

Mission The Work Group revisits the work of a 1994 work group on Economic Self-Sufficiency, which developed specific performance measures that have served as basis for reporting outcomes for State-Administered and Wilson-Fish programs. • Work Group Mission • Review goals and performance measures related to refugee economic self-sufficiency • Achieve greater consistency and accuracy in reporting • Strengthen policies and operations overall

Goals • Goals • Re-examine existing self-sufficiency performance measures • Clarify performance measures and make recommendations for new measures • Where possible, recommend policy and programmatic solutions to standardize reporting across State-Administered, Wilson-Fish, Matching Grant, and Department of State programs

Members • Work Group contains 15 members including • Federal and Contractor ORR Staff • Representatives from • State-Administered Programs (MD, NY, TX) • Wilson-Fish Programs (AK, MA) • Local and National Voluntary Agencies (U.S. Conference of Catholic Bishops, Church World Service, Ethiopian Community Development Council, Hebrew Immigrant Aid Society, International Rescue Committee, Refugee Works, U.S. Committee for Refugees and Immigrants) • Mutual Assistance Associations • Employment Program Technical Assistance Provider • Department of State (Bureau of Population, Refugees, and Migration)

  5. 2006 Timeline • Late Summer: First Conference Call • October: First Work Group Meeting • November – December: Conference Calls to discuss and agree on recommendations • December: Preparation of Preliminary Recommendations • Today: Presentation of Preliminary Recommendations at Consultation

  6. 2007 Goals • Develop guidelines for performance measures and outcomes reporting • Solicit comments and feedback on guidelines from States and Grantees • Publish State Letter or other documents to States, Wilson-Fish agencies, and other grantees outlining new guidelines

  7. Use of Technology • The Work Group has utilized several means of communication by technology • Regular Conference calls • Email communication • Use of Wikispace • Group-specific Web page that is easily modified and updated with group work products and discussion

  8. Wikispace allows: Summary and review of all major issues, group proposals, and decisions Forum for extended discussion of major issues between conference calls Ability to post group documents and products for review and comment Use of Wikispace

Summary of Work Group Meeting (October 2006) • Discussion of definition of self-sufficiency as in Federal Regulations • Review and discussion of current measures/reporting guidelines • Discussion of “ideal” performance indicators for measuring self-sufficiency • Dialogue and voting on which performance measures should be selected • Discussion of reporting issues related to selected measures

Post-Meeting Discussion • Continued discussion of selection of performance measures • Debate on issues related to • Definition of caseload • Reporting timeframes • Which job should be reported if one client enters multiple jobs within the reporting period • How to address the self-sufficiency outcomes of TANF (non-RCA) clients • Proposal and discussion of preliminary Work Group recommendations

Recommendations on Performance Measures Performance Measures # 1 – 5: To be reported on by all State-Administered and Wilson-Fish programs for all (5-year eligible) clients Measure 1 reported on for Matching Grant clients (4 – 6 month eligible) as well Performance Measures # 6 - 7 To be reported on by State-Administered, Wilson-Fish, and Matching Grant programs for refugees who have received ORR assistance through RCA (8 month eligible) or Matching Grant (4 – 6 month eligible)

  12. Performance Measure # 1 • Refugees Entering Employment • The number of refugees entering into unsubsidized employment, either full- or part-time, during the reporting period • Same as current definition

  13. Performance Measure # 2 2. Average Hourly Wage of Refugees Entering Full-time Employment • Average hourly wage of refugees entering full-time employment during a given reporting period. For refugees entering multiple jobs during the reporting period, grantees report on only the job with highest wage at placement

  14. Performance Measure # 3 • Refugees Offered Health Benefits through Full-Time Employment • The number of refugees offered health benefits through any full-time job placement during the reporting period. • Any full-time job offering a refugee the health benefits qualifies that refugee to be counted in this measure, regardless of whether or not it is the same job reported for the hourly wage measure

  15. Performance Measure # 4 4. Cash Assistance Terminations Due to Earnings from Employment • Report terminations due to earned income in an amount that is predicted to exceed the State’s payment standard for the case based on family size, thereby rendering the case ineligible for cash assistance • Same as current definition

  16. Performance Measure # 5 5. Refugees Employed at 90 Days • The number of persons still employed on the 90th day after placement (whether in original job or different job).

  17. Performance Measure # 6 • Economic Self-Sufficiency at 120 days (Snapshot) • Average Hourly Wage of Current Job • Refugees Offered Health Benefits Through Current Job • Economic Self-Sufficiency (earning a family income that makes them ineligible for cash assistance)

  18. Performance Measure # 7 • Economic Self-Sufficiency at 180 or 240 days • Average Hourly Wage of Current Job • Refugees Offered Health Benefits Through Current Job • Economic Self-Sufficiency (earning a family income that makes them ineligible for cash assistance), disaggregated by self-sufficiency status at 120 days

  19. Other Issues Additional Work group recommendations • Clarify Definition of Caseload • Adjust reporting timeframes to achieve consistency across programs • Institute trimester reporting on the Federal Fiscal Year for State-Administered, Wilson-Fish, and Matching Grant programs 3) Eliminate performance measure related to cash assistance reductions
