Reissuance Background • Federal regulations: NPDES Permits cant be issued for more than 5 years • Current Permit expires Jan 1, 2015 • Federal regulations: Facilities must re-apply 180 days before expiration • Ecology sent instructions in May • Electronic Applications • Due date: July 5, 2014
Reissuance Schedule • May 7: Ecology released Draft Permit and Fact Sheet • Began Public Comment Period • May-June: Public Workshops/Hearings • June 20: Close Public Comment Period • Ecology reviews public comments • Makes appropriate revisions
Reissuance Schedule • Nov 19: Issue Final Permit • Response to Comments • Permit coverage issued to facilities • Appealable • Jan 1, 2015: Final Permit Effective • Supersedes existing permit
Proposed Changes • Most permit conditions unchanged • Revisions proposed to: • Improve clarity and reduce confusion; • Implement new Federal Regulations; • Streamline Level 3 Engineering Reports; • Improve protection of Puget Sound Sediment Cleanup Sites.
