  1. Vapours and Aerosols of Bitumen - exposures and classification Reinhold Rühl, BG BAU, German BITUMEN Forum AAPA 2012 Study Tour of Europe, 18 June 2012, BASt

  2. BITUMEN Forum • Exposure • REACH • IARC • Accidentsofworkers on contructionsites Vapours and Aerosols of Bitumen

  3. In fall 1996 in Germany limitvaluesfor vapour and aerosols of bitumen were on the agenda and according to EU criteria bitumen would remain in the group of suspected carcinogens The German BITUMEN Forum was founded Vapours and Aerosols of Bitumen

  4. The German BITUMEN Forum • Producer of • bitumen • asphalt • membranes • User of bitumen products • paving companies • roofers • construction companies • Trade unions • Health and safety organisations • ... Vapours and Aerosols of Bitumen

  5. The BITUMEN Forum financed and accompanied many projects • Measurement of vapour and aerosols from bitumen (Germany, Europe, USA) • Determination of EPA-PAH and emissions of bitumen, • Animal inhalation experiment, • Health compliants of mastic asphalt workers, • Human Bitumen Study, • Promotion of warm mix asphalt, • Possible health effects of rubber asphalt • ... Vapours and Aerosols of Bitumen

  6. Exposuredescriptions forvapourandaerosolsofbitumenon workplaces • Production of bitumen • Production of asphalt • Transport of asphalt • Rolled asphalt in road building • Manual work with mastic • Mechanical laying of mastic asphalt • Working withjointfillers • Production of bituminous damping pads • Production of bitumen membrane • Roofingwork www.gisbau.de/bitumen.html Vapours and Aerosols of Bitumen

  7. Exposure description Paving of conventional rolled asphalt in road construction vapors and aerosols from bitumen(mg/m³) Vapours and Aerosols of Bitumen

  8. Production and transport of asphalt Control center 0.8mg/m3 Transport ofasphalt4.3 mg/m3 Vapourandaerosolsofbitumen (95 percentile) Vapours and Aerosols of Bitumen

  9. Rolled asphalt (160°C) Screedoperator12.4 mg/m³ Paver driver 8.9mg/m3 Roller driver2.5mg/m3 Vapourandaerosolsofbitumen (95 percentile) Vapours and Aerosols of Bitumen

  11. Manual work with mastic asphalt(conventional; 250°C) Smoothing 34.0 mg/m3 Transport in a bucket 32.8 mg/m3 Transport in a barrow 7.6mg/m3 Vapourandaerosolsofbitumen (95 percentile) Vapours and Aerosols of Bitumen

  12. Warm Mix Asphalt (with additives) • lowerenergyconsumption • reduced CO2production • lowerequipmentwear • loweremissionsatthemixing plant • minimal ageingofbindersduringproductionandlaying • fewervapoursandaerosols • ... less CO2 Vapours and Aerosols of Bitumen

  13. Conventional (250°C) and Warm Mix (<230°C) mastic asphalt mechanicalmanual Vapours and Aerosols of Bitumen

  14. Masticasphaltsince2008 onlyas warm mix (<230°C) Vapours and Aerosols from Bitumen

  15. Warm Mix Rolled Asphalt(waxorzeolith) Vapours and Aerosols of Bitumen

  16. Rolled asphalt in tunnel is a must

  17. Agreement ofthe Bitumen Forum • Outside warm mix ifpossible • In tunnelalways warm mix Vapours and Aerosols from Bitumen

  19. REACH Situation sinceDecember 2010 From a safety data sheet for Asphalt (Bitumen) 2.9 must be divided by 1.5 to be comparable to the German exposuredata Vapours and Aerosols of Bitumen

  20. REACH Situation sinceDecember 2010 vapoursandaerosolsfrombitumen Vapours and Aerosols of Bitumen

  21. REACH Situation sinceDecember 2010 In Germany, the BITUMEN Forum hasfound a way out ofthisdilemma. The workersareexaminedeverytwoyearsforoccupationalmedicine todeterminewhetherhealtheffectsoccuratworkabovethe DNEL. • This approachispossiblebecause • fieldexperienceshow no problems with irritative effects on asphalt workers, and • in Germany the DNEL is not regardedas a limitvaluebylaw, but as a help in riskassessment. Vapours and Aerosols of Bitumen

  22. REACH Situation sinceDecember 2010 • But, how is the trend in other European countries? • DNEL national OEL ? • andthen • European OEL = 2mg/m³ ? Vapours and Aerosols of Bitumen

  23. IARC • Wehavemanyquestions • Why is the evaluation related to the application? If oxidized bitumen is a problem, why only durin roofing? • How will IARC define oxidized bitumen?Air rectified bitumen has the same CAS number than fully oxidized bitumen. • ... Vapours and Aerosols of Bitumen

  24. Diseasesofworkers on constructionsites Sumoftheyears 2002 – 2010: 809 cases (539 noiseinducedhearinglosses; restseefigure) Vapours and Aerosols of Bitumen

  25. Accidentsofworkers on constructionsites Vapours and Aerosols of Bitumen
