Multiple Subject, Single Subject & Education Specialist CredentialsOOS Prepared • Minimum requirements for 5-year preliminary: • Bachelor’s or higher degree • Professional-level teaching credential issued b another state or U.S. territory • Fingerprint clearance
OOS Credential • Must have been issued an OOS teaching credential • Does not need to be valid at time of application • Must be professional level credential
Basic Skills Requirement (BSR) Options in addition to the California Basic Educational Skills Test (CBEST) • CSET: Multiple Subjects Plus Writing Assessment Examination • CSU Early Assessment Program (EAP) • CSU Placement Examinations (EPT and ELM) • OOS Basic Skills Examination (select states, see CIG)
OOS Basic Skills Examination • Photocopy of both sides of OOS score report • BSR OOS Guide posted on the Credential Information Guide (CIG) • BSR exam not restricted to state that issued credential
Basic Skills Requirement If BSR not met at time of application: • Issue 5-year preliminary credential and hold to complete BSR one year from issue date EXAMPLE: Preliminary Multiple Subject Teaching Credential, issued June 3, 2012: • Individual has until July 1, 2013 to satisfy BSR or credential no longer valid for employment
Subject Matter CompetenceMultiple Subject • OOS Middle School Credential • May apply for Preliminary Multiple Subject Teaching Credential • Must verify subject matter competence for clear credential
Subject Matter CompetenceSingle Subject Met with the following: • OOS credential in comparable area • 32 semester units in subject area requested (for individuals with non-comparablecredentials) OR Must verify subject matter competence for clear credential by: • Passing appropriate CSET in subject area • Obtaining subject matter letter from approved California college or university

Evaluation Steps for Multiple Subject and Single Subject Step 3: • Look for OOS basic skills test Step 4: • Look for letter verifying two or more years of OOS teaching experience and evaluations Step 5: • Verify fingerprint information for first-time applicants
Education Specialist “Comparable Program” • 24 semester units in special education coursework with at least 12 semester units, including student teaching, in the specialty area requested or • Student teaching in specialty area or • Two years of teaching experience in requested specialty area
Education Specialist Generic vs. Comparable • Check OOS credential for comparable specialty area • Check degree major for comparable specialty area • Check coursework for comparable focus • Obtain letter from OOS IHE verifying student teaching in specialty area requested • Obtain letter from OOS employer verifying two or more years full-time teaching experience in specialty area requested
Education Specialist Generic Programs • Level I Credential may be issued in: • Mild/Moderate, • Moderate/Severe, or • Early Childhood Special Education • Must complete a Commission-approved Level I or preliminary program to qualify for Level II or clear
Clear CredentialMultiple/Single Subject • Less than two years experience route: • Minimum requirements • Basic skills requirement • Commission-approved induction program • California English learner authorization • May need subject-matter competence (check preliminary)
Level II or Clear CredentialEducation Specialist • Less than two years experience route: • Minimum requirements • Basic skills requirement • Commission-approved Level II or special education induction (clear) program • California English learner authorization • May need comparable Level I/preliminary program (check Level I)
Preliminary Teaching Credential Two+ Years of OOS Experience Minimum requirements AND the following: • Two or more years of full-time teaching experience • Two performance evaluations from separate years of verified OOS teaching experience
Teaching Experience Acceptable experience: • Grades preschool or K-12 • Elementary, secondary, special education or combination • More than one subject area • Non-traditional setting such as continuation or community day class • Earned prior to issuance of OOS credential
Teaching Experience Unacceptable experience: • Part-time (less than 4 hours a day) • Vocational and adult education • Day-to-day substitute teaching • Within California • Outside the U.S.
Teaching Experience Verification Letters Letters must: • Be original and on official letterhead of OOS employer • List the dates of employment • Indicate that teaching experience was full-time • Be signed by a personnel officer for the OOS employer
Performance Evaluations • Two “end of the year” performance evaluations from separate years of verified OOS teaching experience • Ratings must be ‘satisfactory’ or better • Photocopies are acceptable
Clear CredentialMultiple/Single Subject • Two+ two years experience route: • Preliminary requirements • Basic skills requirement • One of the following: • Master’s degree or the equivalent number of semester units; • 150 clock hours of activities under the California Standards for the Teaching Profession (CSTP) • May need subject-matter competence (check preliminary)
Level II CredentialEducation Specialist • Two+ two years experience route: • Preliminary requirements • Basic skills requirement • One of the following: • Master’s degree or the equivalent number of semester units; • 150 clock hours of activities under the California Standards for the Teaching Profession (CSTP) • May need comparable Level I/preliminary program (check Level I)
English Learner AuthorizationOOS Prepared Teachers • CLAD Certificate or English learner authorization by examination • Bilingual authorization by examination • CTEL program (requires program sponsor recommend) • Bilingual authorization program (requires program sponsor recommend) • OOS EL authorization
English Learner Authorization Based OnOOS English Learner Authorization OOS credential with full English language development authorization: • Apply for separate Clear CLAD Certificate or English Learner Authorization OR • Add English Learner authorization to valid preliminary or clear credential
Clear Credential Option The Commission may issue a clear credential instead of a preliminary if the applicant meets all the requirements for both at the time of application.

National Board Certification OOS prepared teachers are issued clear credentials on initial application with:* National Board Certificate Application form, fees, and fingerprints *Single Subject Science and Education Specialist credentials must submit transcripts and copy of OOS credential so CTC can determine subject/specialty area
SB 1209 Transition PolicyLess Than Two Years OOS Experience • Application form and fee • Multiple/Single Subject = Commission-approved induction program • Education Specialist = Commission-approved Level II program AND • California English learner authorization Ed Spec issued on basis of generic program will also need to complete a Commission-approved Level I program

Qualifying for Single Subject Teaching Credential for Outside U.S. Prepared Teachers A degree major or 24 upper division semester units in subject (will need to verify subject-matter competence for clear) Pass subject-matter examinations Obtain a letter from a California college or university with a Commission-approved subject matter program
Peace Corps Prepared Teachers Preliminary Minimum Requirements: • Bachelor’s degree or higher from regionally accredited college or university • Teaching experience • Fingerprint clearance

Education Specialist Credential Proposed Regulations • Requirements discussed today for out-of-state and out-of-country teachers added to Title 5 • Major changes when approved: • Special education teaching experience will be required to qualify via the experience route • Experience route will lead to “clear” credential • Individuals with generic programs must choose between Mild/Moderate, Moderate/ Severe Disabilities, and Early Childhood Special Education • Watch for Coded Correspondence
