IDCR Applications • Strong focus on integration projects, with a high proportion proposing a portal approach. Many of these had aspirations to open the portal to patients as well as fellow professionals. • Approximately a third of the applications included integration between health and social care organisations. Around 15% had health-social care integration as their primary focus. • The most frequently planned integrations are between primaryand acute care settings, followed by social care and community health organisations. A number were also beginning to consider the possibilities of integrating with emergency services and independent sector providers.
Interoperability Underpinning IDCRs, is the need for information to be shared – interoperability. IDCRs IDCRs IDCRs IDCRs Maturity index Interoperability • Interoperability programme established across DH, HSCIC, NHS England • co-ordinate national activity on interoperability and away from siloes • provide “handbook” on key policies, standards and guidance e.g. to commissioners • be clear on priorities and strategic direction
Interoperability programme e.g. Open API policy Policies Interoperability Programme e.g. NHS Number Standards e.g. Citizen Identity Provide the “handbook” for commissioners, providers Guidance NHS Number What is the strategic direction? Clinical Headings Interoperability Programme End of Life What are the key priorities? Crisis

Commissioners Toolkit • IDCR needs to be a core component of every health economy’s plans • CCGs are key to ensuring this, however, they may not always have the expertise or bandwidth to do so. • The toolkit will help commissioners ensure that they have a digital strategy in support of the integrated services they commission. • e.g. “What does interoperability mean for you as commissioners, why is it important, what do I need to consider?”
Commercial Toolkit • Development of market model nurturing and incentivising innovation within the health sector. • Facilitate Trusts access to this engaged vibrant marketplace to enable procurement. • Broker relationships between buyers and suppliers and improve understanding on both sides.
Digital Maturity Programme • A set of indicators to evidence achievement of DCRs and IDCRs. • First indicator (CDMI) launched in November 2013. • Roadmap to deepen (effective use, penetration and interoperability) and extend scope including Community, Mental, Social and Primary care settings. • Ambition to demonstrate/evidence how technology maturity enables benefits and improved outcomes.
Call to Action A growing Community of Practice to support collaboration: Learning Knowledge Ideas Best practice Problems and solutions Research Findings The aim is that patients will receive good quality care that is timely and provides a positive patient experience www.technologystrategy.england.nhs.uk england.techcommunity@nhs.net @NHSEnglandCOP
For discussion today Theme for Question 1: Testing Market Capability Once you identify a need for a solution, how do you research what the market has to offer? • Discuss if there anything that could be done or tools that could improve this process? Theme for Question 2: Interoperability supporting IDCRs What are the key policies, standards and guidance you need to help you? Building on existing – open API policy, ITK standards, identity management guidance. • What do you see as the priority next wave of interoperability standards? end of life, crisis management, pharmacy to GP…. • What are the key policies, standards and guidance that you would like to see to help you?
