EN-ti & EEC Project Status En-Ti Rating Process Description • Project initiated in 2006 • BLM Line & Plant permitting status: • In process (cultural surveys underway) • Is expected to take 7 months to 1 year longer, which would likely delay the project, with the COD of EEC unit # 1 to be moved at least from 2011 to 2012 • EIS Plant permitting: in process; SPR is about to obtain the air quality permit
EN-ti & EEC Project Status (Continued) En-Ti Rating Process Description • Specifications for series compensation and shunt reactors are in process • Long-lead equipment production slots are reserved • Design Study: underway EMTP, PSS, SSR studies; a number of alternatives is still under consideration • Major Equipment: Specifications for autotransformers, PSTs finalized • Generation: SPR prepared RFPs, initiated bids for major equipment (boilers, turbine generators)
EN-ti & EEC Design Studies: Major Results En-Ti Rating Process Description • EN-ti Series and shunt compensation: • Line over-voltages due to step-voltages at the series capacitors terminals (see Figure 1) • Recommended: increase EN-ti line max insulation level from 550 kV to 600 kV • Single-pole reclosing (secondary arc extinguishing) and line energization conditions • Recommended: Shunt reactors: 2×100 Mvar + 1,200 Ω neutral reactors at each end of EN-ti line • Recommended: Shunt reactors: 48 Mvar at Falcon and Robinson 345 kV

EN-ti & EEC Design Studies: Major Results (Continued) • Defined voltage domains of EN-ti and 345 kV system for normal operation (see Figure 2), which revealed additional operational constraints • Recommended: set Robinson – Falcon transfer limit to 600 kV and install a 48 Mvar bus reactor at Falcon 345 kV

EN-ti & EEC Design Studies: Major Results (Continued) • Delayed current zeros: EEC BKR clearing time increased to ~5 cycles • Recommended: specify 500 kV BKRs at EEC to have a capability to interrupt fault current in a network configuration that has a very high X/R ratio, which produces two effects that are detrimental to breaker fault current interruption: • delayed current zeros, and • high dc offset.
EN-ti & EEC Design Studies: Major Results (Continued) • Major Equipment at Robinson Summit : • Autotransformers: 2×525 MVA (E=840MVA) • PSTs: 2×600 ±48°; Transformers and PSTs impedances Z=4% (based on angular stability requirements) • EMTP, PSS: currently are ongoing • SSR studies: ongoing (frequency scans, etc.). Bypassing of SC @ Robinson or TCSC may be required
EN-ti WECC Rating Review and Study: Status En-Ti Rating Process Description • SPR Initiated WECC Regional Planning Process, Regional Review Group Formed in Jan-2006 • Initiated Phase I in Oct-2006 • Comprehensive Progress Report Phase I submitted on Nov-9-2006 and approved by the PCC chair on Feb-26-2007 after 60-days review
EN-ti WECC Rating Review and Study: Status (Continued) En-Ti Rating Process Description • Regional Project Report submitted on Jan-25-2007 and approved by the PCC chair on Feb-26-2007 after 30-days review • Phase II Status to EN-ti Project has been granted on March 02, 2007

Phase II Study Cases (Cont) • Revisions 0 – 2 have been sent to the PRG & WATS electronically in February – March 2007 and responses and comments received and included in the Study Plan. All three cases were discussed during WATS/PRG teleconference on April-17-2007 • Updated cases were sent out for PRG/WATS review on 10/23/07 and again, after USE/SDG&E/SCE comments and respective corrections on 12/03/07
