  2. What is the main objective of the review? To help better address the shelter sector funding at global and local levels in the future;

  3. What is the goal? • Humanitarian financing (operations/capacity building and cluster/sector lead) is: • Adequate • Timely • Flexible

  4. To reach the objective/goal, it is necessary: • To review NGO and donor practice, policies and mandates; • To capture their perspective; • To better understand the environment related to the shelter sector funding;

  5. What is the methodology? • Personal interviews/briefings; • Phone interviews; • Desk top study;

  6. Who will participate? • Donors interested in funding shelter; • Operational agencies; • Other service providers; • Supporting institutions; • Independents;

  7. Very early findings • Discrepancies in terminology and definitions; • Discrepancies in programme time spans; • Insufficient awareness that shelter is not just a technical issue; • Insufficient awareness of the GHD initiative and Paris Declaration on Aid Effectiveness among the operational agencies;
