Background • During the pre-2013/14 budget consultations, the Cabinet held a meeting on 10th June, 2013, under Minute 190 (CT 2013), it was established that on a yearly basis Institutions have continued to request the MoFPED for resources to register citizens for Institutions’ respective purposes. For example, • Uganda Bureau of Statistics (UBOS) for population census, • Uganda Registration Services Bureau (URSB) for Birth and Death, and Marriages • Citizenship and Immigration Board for Identity Cards issuance • Electoral Commission (EC) for electoral purposes, • Ministry of Works and Transport for issuing of driving permits • Uganda Revenue Authority for tax purposes. • Uganda Police Force, Uganda People’s Defense Forces and Uganda Prisons Services also register their personnel. • Ministry of Health registers persons / patients in a bid to enforce accountability for use of medicines. • Ministry of Educationand Sports registers students for educational purposes (UPE, USE and now the Loans Scheme), teachers are also registered to avoid “ghost” teachers on the payroll. • Ministry of Public Service also registers civil servants to avoid “ghosts” on the Government payroll. • In all these exercises, the citizen is registered and data kept in different locations; and continuous updates are required, which require Government funding.
Cabinet Intervention These requests prompted cabinet and directed the Rt. Hon. Prime Minister toset up and chair a cabinet subcommittee comprising of Ministers: Internal Affairs, MOICT, MOFPED, MOJCA, Security, Information & National Guidance, among others, to harmonize all efforts related to citizen registrations. The following were co-opted: Permanent Secretaries: MOIA, MOICT, MOFPED, Chairman EC, Registrar General of URSB, ED NITA-U and ED UBOS among others
Objectives of Combined Efforts • Rationalize the use of human, financial, infrastructure and other resources used in the registration of persons • Centralized data collection, acquisition, access, use and management • Minimize duplicity in the collection of information for registration of persons • Harmonize the registration and enumeration processes • Specify the common data elements for all registrations. 5
National Technical Taskforce Composition Subsequently, the Rt. Hon. Prime Minister setup a National Technical Taskforce, which was headed by the Permanent Secretary, MoIA to consider the matter and advise the Cabinet Subcommittee on the way forward. The membership of the Technical Taskforce was made up of all stakeholder institutions involved in citizen data management namely: MoIA/DCIC, UBOS, URSB, EC, MoLG, MOICT, NITA-U, MoJCA, and MoING, Security Agencies like UPF, UPS, UPDF, ISO and ESO as support. 6

Mass Enrolment Strategy - Country-wide • Mass enrolment will involve registering of citizens in a shortest timeframe possible • Mass enrolment will be done in 2 phases namely: • Phase 2a: Citizens of 16+ years by the time of Mass enrolment • Phase 2b: Citizens of 0+ years and Resident Aliens (to be done at a later stage) • Mass enrolment will be implemented at Parish / village level, • Continuous enrolment will be implemented at sub-county level, after mass enrolment

Mass Enrolment – 18 Million • Mass enrolment is the process of enrolling as many citizens as possible in a shortest timeframe possible. Unlike the Continuous Enrolment exercise, Mass enrolment requires to get as close to the citizens as possible in order to realize large number of citizens get enrolled in the required timeframe. Mass Enrolment will therefore be implemented at Parish / village level, whereas Continuous Enrolment will be implemented at sub-county level. • Mass enrolment of all Citizens 16 years and above (16+) is planned to commence January, 2014 • Mass enrolment will be done in 2 phases namely: 2a and 2b. • Phase 2a: Citizens of 16+ by the time of Mass Enrolment • Phase 2b: Citizens of 0+ and all aliens (to be done at a later stage)

Benefits of National ID Cards • Economy: • reduction of financial exclusion – support for financial transaction services • Improving service delivery, through development of e-government services • payment for taxes • reduction of financial fraud, “ghosts”, money laundering • Security: • Enhance security management in the country (terrorism, human/drug trafficking, general crime etc) • Planning: • Enhance planning for citizens • Regional integration: • Support for regional integration (protocols for movement across the region) • International obligations: • E-Passport • Smart elections: • the National ID is a pre-requisite for voting 27
