Expectations • Health centers that received O/E supplemental funding in FY 2013 will be required to submit QPRs in January 2015, April 2015 and July 2015. • Deadlines for each O/E QPR submission will be emailed through the Electronic Handbook (EHB). • Reporting typically opens on the first of the month following the quarter being reported (i.e., October 1, 2014, January 1, 2015) and closes approximately 10 days later.
Timeline • Revised Health Center O/E QPR sample available at http://bphc.hrsa.gov/outreachandenrollment/ • O/E QPR Reporting Periods for 2015 open enrollment period • October 1, 2014 - December 31, 2015 (due January 2015) • January 1, 2015 - March 31, 2015 (due April 2015) • April 1, 2015 - June 30, 2015 (due July 2015) • July 1, 2015 - September 30, 2015 (due October 2015) • Starting on October 1, 2014, HRSA will reset cumulative totals provided in the O/E QPR through the September 30, 2014 reporting period to “0.”
Definition of “Trained” Assister • Number of assisters working on behalf of the health center who have successfully completed all required federal and/or state training (certified application counselor (CAC) or equivalent, at a minimum) to assist individuals with enrollment through Federal, state-based, or state partnership marketplaces for the 2015 open enrollment period.
Reporting the Number of Trained Assisters • For the October 1, 2014 - December 31, 2015 reporting period, health centers should report all individuals who have successfully completed all required federal and/or state training to assist individuals with enrollment through Federal, state-based, or state partnership marketplaces for the 2015 open enrollment period, even if the individual was trained prior to October 1, 2014. • Every health center that has HRSA O/E funds should have a minimum of one FTE trained to assist with enrollment through the Marketplace. • HRSA encourages health centers to ensure that staff who may assist only with Medicaid enrollment complete CAC or equivalent training.
Reporting the Number of Trained Assisters • The total number of trained assisters may increase, decrease, or stay the same across reporting periods. • If you do not add any new trained assisters in a given quarter, then enter 0 in 1a (Exception: For Quarter 1, report assisters trained for the 2015 enrollment period, even if trained prior to October 1, 2014). • If you add trained assisters after the first reporting period, then enter that number in 1a. Note: The # of trained assisters does notinclude individuals trained exclusively to assist with Medicaid and CHIP enrollment
Reporting the Number of Trained Assisters • Can I report assists provided by individuals trained exclusively to assist with Medicaid and CHIP enrollment? • Yes, you can count the assists provided, applications submitted, and estimated enrollments by individuals trained exclusively to assist with Medicaid and CHIP enrollment. • Do not include these individuals in the “number trained,” as this is intended to capture only those health centers assisters that are trained to facilitate enrollment through the Marketplace, Medicaid, and CHIP.
Reporting Applications Submitted • Include all applications submitted to the Marketplace and/or directly to the state Medicaid agency for coverage in Marketplace qualified health plans and/or Medicaid or CHIP with the help of a trained assister working on behalf of the health center. • Applications submitted for enrollment in a new or different Marketplace plan, even by individuals previously enrolled, and • Medicaid/CHIP renewals/re-enrollments. • Note: All applications submitted should also be counted as assists provided.
Estimating Enrollments • HRSA does not expect health center assisters to make significant efforts (e.g., follow up calls) to determine whether an assisted individual has enrolled. • Report the number of individuals determined or presumed to be eligible for coverage and for whom the assister has confirmation or reasonable confidence of an intent on the part of the consumer to complete the enrollment process (e.g., the consumer has selected a Marketplace plan and has been informed about how to pay the premium or has submitted a complete application to the state Medicaid agency).
Reporting assistance for one session In onesession at XYZ Health Center, Sally does the following with the help of a health center assister: • Updates her income information, • Submits an application for enrollment in a different Marketplace plan • Selects a different Marketplace plan XYZ Health Center should report: • 1 assist (one assist since there is only one session); • 1 application submission (assistance resulted in an application submission in the same session); and • 1 estimated enrollment (assistance resulted in an estimated enrollment in the same session).
Reporting assistance that occurs in more than one session Reporting • Session 1: One assist provided • Session 2: One assist provided and one application submitted • Session 3: One assist provided and one estimated enrolled Activities • Session 1: Mary visits XYZ Health Center in October for a group education session about the Marketplace. • Session 2: Mary returns to XYZ Health Center in mid-November and submits an application with the assistance of a health center assister but wants more time to select a plan. • Session 3: Mary returns to the health center and selects a plan with the help of a health center assister.
Reporting for an individual representing other family members Reporting • 4 Assists provided • 4 Applications submitted • 4 Estimated individuals enrolled Activities Mrs. Johnson comes to XYZ Health Center seeking health insurance for herself and three family members. With the help of an assister at XYZ Health Center, she successfully sets up an account, submits an application, and enrolls in a plan for herself and her three family members.
