BRIEF • To review options for WBSP – create a sustainable future • Not evaluating WBSP – but need to note context, history and progress • Need to link to national and regional policy context – future of NRF, Local Area Agreements
APPROACH • Set of local consultations • Review documentation • Look at what is happening elsewhere • Report towards end of March
OPTIONS TO BE REVIEWED • Discontinue with WBSP and/or LNPs • Re-organise or reduce WBSP/LNPs – reduce costs • WMBC to fund WBSP and/or LNPs at current or reduced funding • WMBC and partners to fund WBSP at current or reduced costs • Incorporate WBSP as a jointly-owned venture – income earning • Alternative and variant options
INITIAL FEEDBACK • Positive progress, developing partnership working, more progress to be made • Value in the co-ordinating role • Scope to better pool and co-ordinate scarce resources – need to consider the mechanisms • Relative balance of partner inputs to be assessed • Concern over reliance on Government funding regimes • Varying views on future structures – from the bullish to more cautious • Issues raised on focus (spatial focus, balance between community and economic regeneration)
OUR INITIAL ASSESSMENT • Need agreement on remit and objectives – structure will follow • Expectation of a strong local co-ordination role in the future • Sustainable Communities Strategy – core document. Can it be brought forward? • Caution and uncertainty over future government funding regimes • Performance reward dependant on a range of departments and partners – is there scope to draw on this? • Possible to develop a ‘low funding’ model, but with much reduced remit • Joint venture/company route could be a workable model, but not without risk. Needs good business plan
