  3. Financial Reporting • Education Code requires the Board to certify whether or not the District will be able to meet its financial obligations • The purpose of these reports is to ensure the Board is informed of budget conditions and alerted to any financial issues

  4. Financial Reporting Periods • Adopted Budget - by June 30th of each year • First Interim – data as of October 31st • Second Interim – data as of January 31st • Unaudited Actuals – Closing the books as of June 30th of each year

  5. California Basic Education Data System (CBEDS) • The count of students enrolled - Counted every year on first Wed in Oct - Same date for all districts • Used to calculate revenue - Some restricted programs - Estimates Average Daily Attendance

Enrollment • CBEDS enrollment number as of October 5, 2016 was 1,631 students district wide • This was an increase of 30 over the prior year but 20 less than what was projected • Enrollment projections for October 2017 are projected to be 1,657, an increase of 26 students • Enrollment projections for October 2018 are projected to be 1,702, an increase of 45 students

  8. Average Daily Attendance • Our funding is not based on enrollment, but rather on the number of days that students come to school (average daily attendance – ADA). We can always be funded on current or prior year ADA, whichever is greater • The First Interim Report is based on 1,496 ADA, which is the P2 ADA projected for 2016-17

  9. Average Daily Attendance • Calculated three times a year for State Reporting • P1 – attendance as of December 31st • P2 – attendance as of April 15th (majority of funding based on) • Annual – attendance through June 30th

Local Control Funding Formula • For 2016-17 the Free & Reduced priced meal participants, English Language Learners, and Foster Youth are 58.5 % of enrolled students • Based on this percentage it amounts to approximately $1.7m in the LCFF calculation • After the “Gap Funding Percentage” is applied this gives the District an additional $921k in State funding

  15. Multi-Year Projection • Summarizes Revenues and Expenditures - Current budget - Projects next two years of budgets • Requirement per AB 1200 & AB 2756 • Gives the District a look at what the future holds if all variables remained status quo

Multi-Year Projections (cont’d) • LCFF Revenues have decreased $200k since budget adoption due to CBEDS enrollment being less than projected • LCFF Revenues increase in the out years due to projected enrollment increases • Federal revenues have decreased due to reduction in Title I funds and no budget for Forest Reserve dollars • Federal budgets also decrease in the out years due to reduced Sp Ed funding, reduced Title I funding, and no ASSETS carryover funds

Multi-Year Projections (cont’d) • State revenues increased since budget adoption due to additional CTE Incentive Grant funding, the College Readiness Grant, and increased Lottery projections • State revenues decrease drastically in the out years due to the loss of the one-time discretionary funds and grants listed above • Other Local revenues have increased in the current year due to Adult Ed funding, E-Rate, and AT&T refunds

Multi-Year Projections (cont’d) • Step and Column costs have been added to all salaries • STRS and PERS rate increases have been included amounting to approximately $175k per year • Books/Supplies and Services/Operating budgets have increased due to additional funding sources and planned expenditures • Capital Outlay budgets have increased due to equipment expenses with CTE funding

  20. Multi-Year Projections (cont’d) • The Multi-Year Projection shows the District can issue a “Positive” certification for the 2016-17 First Interim report • This means the District predicts it will be able to meet its financial obligations for the current and next two fiscal years

  21. Upcoming Budget Events • On January 17th, School Services of CA will be presenting the Governor’s 2017-18 Budget Proposal to provide insight as to the remainder of this school year and what the future year holds • Second Interim report will be based on the District’s financial status as of January 31, 2017 and any updates from the workshop • The report will be brought to the Board at the March 2017 meeting
