Governance… budget • KMC Budget and expenditure.docx • No specific budget subvote/ expenditure on climate change nor climate related environmental issues. • No budget allocation for land use development control. • … in fact KMC has no specific unit for land development control; land development control matters are handled as additional and not core function.
…coordination The Local Government (Urban Authority) Act 1982 (Section 55). Coordination- ACC Dar, 50 Municipal Climate Partnership, C40 Climate Leadership Group. Several Redevelopment schemes have been prepared e.g. 1/618/888 (hardcopy)

…participation Preparation of DSM Master Plan (2010-2030) by foreign consultants in partnership with local firms. ‘Invitation’ of DSM Municipalities to take part in the preparation but as juniors/ political gesture. Preparation of Kigamboni City-DSM by Korean Consultants and expect TMC to own, implement and guide the plan.
…knowledge Competence of lead staff • Director of Environment is a PhD holder on Environment. • Head of section for CC is on further training (UDSM-IRA). • Bureaucrats including planners, engineers, land managers, senior politicians (councilors and mayors), municipal directors hardly informed. • CC units and funding are centralized in sector ministries. • In MLHHSD, most funds spent on workshop and travels- little goes to the grassroots.
