What does Eurostat do? • Advocacy for statistics at strategic and programming stages (flag NSDS) • Advisory service on statistical aspects of development programmes to EC external relations services • Co-ordination at EU level (Advisory Group), contribution to global co-ordination efforts • Paris 21 Consortium, Steering Committee & Bureau, MAPS Advisory Board

  4. EU Advisory Group • First meeting 19 July 2006 • 11 countries, EFTA, Paris21 • EU “joined-up” approach to meet the needs for statistical capacity building

  5. Advisory Group: First actions • Links with other co-ordinating efforts • Identification of needs document • Database of current and future projects • Pool of experts • Exchange experience and best practices

  8. Donor co-ordination: why difficult? • Donors often have their own agenda • Poor communication between headquarters and field • Hard to identify statistical projects • A lot of initiatives • Lack of a focal point in partners

  9. “Co-ordination, co-ordination, co-ordination” • EU Advisory group will try to solve the problem for EU donors • Need better links among multitude of initiatives • Ex-post co-ordination will fail • Network of local representatives • Responsibility of beneficiary partners
