Background 1. In 1997, The North West Barometer was introduced. Since then, the Barometer has been produced every year. 2. Role of NW Barometer is TO PROVIDE FACTUALLY ACCURATE INFORMATION ON ALL ASPECTS OF GROWTH AND DEVELOPMENT IN THE NORTH WEST 3. The previous Barometer covered 1994 to 2000. 4. The 2001-2003 Barometer is in it’s final stage of completion. 5. The North West Barometer is the statistical and analytical foundation used for this presentation.
Presentation objectives …using the following indicators: Trends and performance between ’94 and ‘02 according to the following categories:
1. Population - growth • 1994 : 3.2 million people (8.33% of national pop.) • 2001 : 3.6 million people (8.14% of national pop.)
1. Population - density • 7th lowest population density in ’96 and ’02 • - Above the national average

3. Economic growth – growth rate • The NW compared to other provinces: • Between ’97 and ’03, NW ranked 6th • Between ’01 and ’06 estimates rank NW 2nd Economic growth is increasing

3. Economic growth– Personal Disposable income • WORSE than the national average • Provincial comparison: • - Rank = 7th for ’96 and ’02
4. Employment – unemployment rate Provincial comparison: - Rank dropped from 5th in ’95 to 7th in ‘01
5. Infrastructure – water provision Water provision = % of households with access to water in dwelling, on site or in yard, public tap • Water provision per household increased from 81.4% in ’96 to 86.2% in ‘01 • BETTER than the national average • Provincial comparison: • - Rank remained the same (6th) between ‘96 and ‘01
5. Infrastructure – sanitation provision Sanitation provision = % households with access to waterborne systems, chemical toilets or pit latrines Sanitation provision per household increased from 86.8% in ’96 to 90.3% in ‘01 - higher than the national average Provincial comparison: - Rank remained the same (4th) between 1996 and 2001
5. Infrastructure – electricity provision Electricity provision = % households using electricity as the main source of energy Electricity provision per household increased from 42% in ’96 to 74% in ‘01 - BETTER than the national average in ‘01 Provincial comparison: - Rank improved from 7th to 6th between ‘96 and ‘01
5. Infrastructure provision – formal housing (of total dwellings) Formal housing = % households that are houses, flats, simplexes, duplexes, triplexes or retirement village units Formal housing provision increased from 63.1% in ’96 to 66.9% in ’01 of all households - BETTER than the national average in ’96 and ‘01 Provincial comparison: - Rank improved from 4th to 3rd between ‘96 and ‘01
5. Infrastructure provision – subsidy housing Lowest proportion of houses built or under construction of total subsidies approved
6. Health delivery – people to doctor ratio People to doctor ratio has improved since ‘98 - WORSE than the national average in ‘01 Provincial comparison: - Rank dropped from 8th to 9rd between ‘98 and ‘01
6. Health delivery – hospitals Number of hospitals : • Decline in no. of public hospitals since ‘95 Hospital beds per 1000 : Rank remained the same (6th) between 1996 and 2001 - WORSE than the national average
6. Health delivery – Impact of HIV/Aids • In 1995, 8.3% of the population were HIV+ • (278 865 people) • In 2001, 25.2% of the population are HIV+ • (973 779 people)
7. Education – pupil to teacher ratio • Pupil-Teacher Ratio Rank improved from 4th in 1994 to 1st in 2001
7. Education – studentpass rate Pass rate has improved with the national average since ’97 Pass rate in NW slightly lower than national average in ‘02
7. Education – functional literacy • Functional literacy increased from 57.1% in ’96 to 65.7% in ‘02 • LOWER than the national average • Provincial comparison: • - Rank improved from 7th in ’96 to 5th in ‘02
8. Poverty – poverty datum line ‘Poverty’ = an approximate indicator of the no. of people living below R800 per household per month NW poverty has increased - HIGHER than the national average Provincial comparison: - Rank dropped from 5th highest to 4th highest poverty rate
8. Poverty – growth rate and poverty gap Between 1996 and 2002 • SA poverty growth rate = 4.7% • NW poverty growth rate = 5.2% Better than the national average Provincial comparison - Rank of 5th in ’96 and ‘02
10. Equality – unemployment (race & gender) • Unemployment amongst black females in NW above national average and increasing • Unemployment amongst black males was below national ave. in ’96 but above in ’02 • Only Asian unemployment is below the national ave.
10. Equality – Gini co-efficient Gini co-efficient = a measure of inequality with 0(perfect inequality) and 1(perfect equality) • Gini co-efficient increased from 0.55 in ’96 to 0.58 in ‘02 • BETTER than the national average • Provincial comparison: • Ranked lowest Gini co-efficient in ’96 and ‘02
