DEVELOPMENT AND CARE WITHIN REHABILITATION PATH Department of Correctional Services Development and care programmes and services are located within the rehabilitation framework of the Department of Correctional Services. Development and care are processes and interventions aimed to ensure the development and growth of offenders, in an environment which satisfies both physical- and emotional needs. Therefore, it is imperative to contextualize the environment in which offenders and officials function and to understand the offenders in the care of the Department of Correctional Services.
