For international conventions on biodiversity to be successful they require commitment from states and the assistance of all stakeholders including NGOs and local and sub-national authorities.The role of local and sub-national authorities to promote biodiversity is acknowledged widely and was consolidated in 2010 with the Plan of Action on Subnational governments, Cities and Other Local Authorities for Biodiversity during the 10th Conference of Parties of the Convention on BiologicalDiversity (CBD) in decision X/22.Many initiatives around the world are being developed to give communities a framework to take action. The IUCN network is already involved with local and regional authorities for severalyears.
However, the cohesion of policies and the effectiveness of actions at local and sub-national level still need to be strengthened to achieve the Aichi targets. It is of utmost importance to deploy the successful initiatives, to strengthen and improve them, to create innovative solutions ...How do we capitalize on the existing initiatives of the IUCN network? How do we meet the needs of local and subnational authorities? How do we strengthen their actions? What solutions can be offered by the IUCN network ? The workshop will seek and hopefully find these answers.
How can IUCN cooperate with local and sub-national authorities?• Increasing knowledge on biodiversity issues by providing tools for decision makers and taking concrete actions• Convening power and networking to find best solutions withall stakeholders• Influencing policies to integrate biodiversity into international conventions and national legislation
Motions already adopted by the Members’ Assembly of IUCN Several resolutions have been adopted by the previous IUCN Congress sessions to strengthen the role of local authorities :• Resolutions 3.003 - “Commitment of IUCN to engage with local authorities” and 3.063 - “Role of cities in achieving the mission of IUCN”, adopted in Bangkok, 2004• Resolution 4.008 - “Including local and regional governmental authorities in the structure of the Union”, adopted in Barcelona, 2008
