Zone Analysis Program What is ZAP? Zone Analysis Program is a software evaluation program that verifies that the zone assignment for periodical mailings are correct and that the provider is utilizing the most recent USPS Zone Chart Matrix to determine zone assignments.
Benefits of ZAP Approval • Certifies accuracy of zone assignments Options 1 & 2 • Replaces zone analysis portion of the publisher’s annual Postage Payment Review. • The Postal Service will not have to spend man-hours performing the annual zone verification • The mailing post office will verify the advertising percentage once a year.
ZAP Approval – Option 1 Software that is PAVE-certified for Periodicals mailings: • Must subscribe to the USPS Zone Chart Matrix and use the Zone Chart data to assign zones • The heading on the USPS qualification report must show the date of the zone chart data • The mailing post office will verify the advertising percentage once a year
ZAP Approval – Option 2 Software NOT PAVE-certified by the National Customer Support Center (NCSC) for Periodicals mailings • Test files will be provided (PAVE UFF format or Mail.dat format) • Developer will return the file with zones assigned by their software • Zone assignments will be evaluated for accuracy • Developer must be subscribers of the USPS Zone Chart Matrix • The heading on the USPS qualification report or the Mail.dat header record must show the date of the zone chart data
Publisher’s Postage Payment Review – Option 3 (Not ZAP Approved) Software NOT approved by the NCSC • Publisher submits standardized documentation and will submit a detailed zone listing once annually upon request. • The mailing entry post office verifies for zone accuracy • The mailing entry office will also perform annual advertising percentage verification
Publisher’s Postage Payment Review – Option 4 (A) ▬ Not ZAP Approved Publisher is submitting documentation NOT being created by a software program: • Submits a detailed zone listing once annually upon request • The mailing entry post office verifies for zone accuracy • The mailing entry office must also verify advertising percentage as part of review
Publisher’s Postage Payment Review – Level 4 (B) ▬ Not ZAP Approved Publisher is not submitting documentation with their mailings • Publisher submits a one-time manual detailed zone listing upon request. • The mailing entry post office verifies for zone accuracy. • The mailing entry office must also verify advertising percentage as part of review.
USPS Zone Chart Matrix • Zone Chart Matrix order form is available on the RIBBS website (http://www.ribbs.usps.gov) • Annual subscription cost: $50 • The data is sent to subscriber on CD-ROM • The annual subscription includes any data updates for one year • For assistance call NCSC Customer Care (800-238-3150)
