Issues with Multi-Channel Data Collection • Modal Bias • Question interpretation and response must be the same across modes – modal difference • Security • Internet – Hacking, Denial of Service, etc. • Paper – Anthrax, Risen, other NBC threats • Authentication • Does the respondent represent the household? • Duplicate Resolution • More channels, especially electronic, mean more duplicate responses • Receipt Control • Knowing the state of responses from creation to data delivery • Management Information • Having the information to manage the Census enterprise
Conclusion • Census isn’t as simple as it seems • Capturing all the data, accurately and delivering on time is hard • Multi-Channel Census Data Collection must address many issues • Completeness • Scalability • Data quality and consistency • Security and authentication • Channel data integration • Management information • It takes planning, the right solution and census experience to be successful!
