3. Upgrading radiolocation service to primary in 9000-9200 MHz and 9300-9500 MHz. Broad support to the ICAO position (upgrading to primary status with additional provisions to protect the (aeronautical) radionavigation service) No support from CEPT and RCC for additional provision to protect the (aeronautical) radionavigation service. Also no support for additional provision from Russian Federation and Nigeria WRC-Agenda item 1.3In accordance with Resolution 747 (WRC-03) consider the upgrading of the radiolocation service to primary allocation status in the bands 9000 – 9200 MHz and 9300 – 9500 MHz and extending by up to 200 MHz the existing primary allocations to the Earth exploration-satellite service (active) and the space research (active) in the band 9500 – 9800 MHz without placing undue constraints to the service which the bands are allocated Nairobi, Kenya 17-18 September 2007

4. Extending the EESS and the SRS into the band 9300-9500 MHz. Broad support to the ICAO position (upgrading to primary status with additional provisions to protect the radionavigation service) No support from CEPT for additional provision to protect the radionavigation service. 5. All Regions and countries do not support an allocation for AMT in the band 5030-5091 MHz. This band remains protected for MLS. CEPT proposes to remove regulatory protection for MLS from the band 5091-5150 MHz. All Regions and Countries do support an allocation for AMT in the band 5091-5150 MHz. Allocation for AMT limited to flight testing in many proposals Priority to be given to an AM(R)S allocation in the band 5091-5150 MHz CEPT and USA proposals do not include precedence for AM(R)S over AMS (AMT) in the band 5091-5150 MHz. Most proposals do not support changes to current allocations in the band 108-112 MHz Most proposals support an allocation for AM(R)S in the band 112-117.975 MHz (Nigeria and Senegal only in the band 116-117.975 MHz) Allocation limited to ICAO standard systems Compatibility with FM broadcasting required. 7. Broad support for an allocation to AM(R)S in the band 960-1164 MHz. USA proposes AM(R)S only in the band 960-1024 MHz ICAO SARPs required. Protection to existing services and systems in this band WRC-Agenda item 1.6 (2)To consider allocations for the aeronautical mobile (R) service in parts of the bands between 108 MHz to 6 GHz, in accordance with Resolution 414 (WRC – 03) and to study current satellite frequency allocations that will support the modernization of civil aviation telecommunication systems, taking into account Resolution 415 (WRC – 03) Nairobi, Kenya 17-18 September 2007

8. No support for an allocation to AM(R)S in the band 5000-5030 MHz (Egypt, Mali and Cameroon support such an allocation) Broad support for an allocation to AM(R)S in the band 5091-5150 MHz. CEPT does not propose an allocation to AM(R)S (considers AM(R)S a sub-set of AMS) CEPT and USA do not support precedence of AM(R)S over AMS/AMT No support for AM(R)S in the band 5030-5090 MHz. This protects MLS WRC-Agenda item 1.6 (3)To consider allocations for the aeronautical mobile (R) service in parts of the bands between 108 MHz to 6 GHz, in accordance with Resolution 414 (WRC – 03) and to study current satellite frequency allocations that will support the modernization of civil aviation telecommunication systems, taking into account Resolution 415 (WRC – 03) Nairobi, Kenya 17-18 September 2007

9. No support for any modification to current satellite allocations for the modernization of civil aviation telecommunications systems. No support for inclusion of a Recommendation in the Radio Regulations on VSAT systems that can be used for aeronautical communications (except Cameroon and Mali). WRC-Agenda item 1.6 (4)and to study current satellite frequency allocations that will support the modernization of civil aviation telecommunication systems, taking into account Resolution 415 (WRC – 03) Nairobi, Kenya 17-18 September 2007

10. No support to any modification to the Table of frequency allocations in the 4-10 MHz band that may affect Appendix 27; no changes to Appendix 27 are proposed. This supports the ICAO position. WRC-Agenda item 1.13Taking into account Resolutions 729 (WRC-97), 351 (WRC-03) and 544 (WRC-03) to review the allocations to all services in the HF bands between 4 and 10 MHz, excluding those allocations to service in the frequency range 7000 – 7200 KHz and those bands whose allotment plans are in Appendix 25, 26 and 27 and whose channeling arrangements are in Appendix 17, taking into account the impact of new modulation techniques, adaptive control techniques and spectrum requirements for HF broadcasting. 11. Broad support to the provisions of ITU-R Recommendation M.585.3 and modifications to the Radio Regulations which extend the assignment of MMSI to aircraft stations and aids to navigation. This supports the ICAO position. WRC-Agenda item 1.16To consider the regulatory and operational provisions for maritime mobile service identities (MMSIs) for equipment other than shipborne mobile equipment taking into account Resolution 344 (Rev. WRC-03) and 353 (WRC-03) Nairobi, Kenya 17-18 September 2007

12. All Regions/countries support the suppression of the secondary allocation for MSS feeder links in the bands 1390-1392 MHz and 1430-1432 MHz. This supports the ICAO position. WRC-Agenda item 1.17To consider the results of ITU-R studies on compatibility between the fixed-satellite service and other services around 1.4 GHz, in accordance with Resolution 745 (WRC-03) Nairobi, Kenya 17-18 September 2007

13. Most regions and countries do not support a measure that would adversely affect current radar operations in the band 1300-1400 MHz CEPT supports a limit to be included; APT supports such a limit for new systems only. This may partly support the ICAO position; proposed limit needs to be evaluated against radar characteristics WRC-Agenda item 1.20To consider the results of the studies and proposals for regulatory measures, if appropriate, regarding the Earth exploration-satellite service (passive) from unwanted emissions of active services in accordance with Resolution 738 (WRC-03) Nairobi, Kenya 17-18 September 2007

14. APT is of the view that due to development in technology future RNSS systems can meet unwanted emissions criteria to protect RAS. Some Regions/countries support a fixed limit to protect RAS from unwanted emissions from RNSS systems in the band 1559-1610 MHz. WRC-Agenda item 1.21To consider the results of studies regarding the compatibility between the radio astronomy service and the active space services in accordance with Resolution 740 (Rev. WRC-03), in order to review and update, if appropriate, the tables of threshold levels used for consultation that appear in the Annex to Resolution 739 (WRC-03) Nairobi, Kenya 17-18 September 2007

15. No proposals from that appear to affect aeronautical services. This supports the ICAO position. WRC-Agenda item 2To examine the revised ITU-R Recommendations incorporated by reference in the Radio Regulations communicated by the Radiocommunication Assembly, in accordance with Resolution 28 (Rev. WRC-03), and to decide whether or not to update the corresponding references in the Radio Regulations, in accordance with principles contained in Annex to Resolution 27 (Rev. 16. Support for inclusion of an agenda item for WRC-11 to address the MSS 1.5/1.6 GHz band to secure long term availability of spectrum for AMS(R)S.
