Upgrading radiolocation service to primary in 9000-9200 MHz and 9300-9500 MHz. APT supports upgrading to primary status with additional provisions to protect the (aeronautical) radionavigation service This supports the ICAO position WRC-Agenda item 1.3In accordance with Resolution 747 (WRC-03) consider the upgrading of the radiolocation service to primary allocation status in the bands 9000 – 9200 MHz and 9300 – 9500 MHz and extending by up to 200 MHz the existing primary allocations to the Earth exploration-satellite service (active) and the space research (active) in the band 9500 – 9800 MHz without placing undue constraints to the service which the bands are allocated Nairobi, Kenya 17-18 September 2007
Extending the EESS and the SRS into the band 9300-9500 MHz. APT supports extending EESS and SRS into the band 9300-9500 MHz on a primary status with additional provisions to protect the radionavigation service This supports the ICAO position WRC-Agenda item 1.3In accordance with Resolution 747 (WRC-03) consider the upgrading of the radiolocation service to primary allocation status in the bands 9000 – 9200 MHz and 9300 – 9500 MHz and extending by up to 200 MHz the existing primary allocations to the Earth exploration-satellite service (active) and the space research (active) in the band 9500 – 9800 MHz without placing undue constraints to the service which the bands are allocated Nairobi, Kenya 17-18 September 2007
APT does not support an allocation for AMT in the band 5030-5091 MHz. This band remains protected for MLS. APT does support an allocation for AMT in the band 5091-5150 MHz. APT supports an allocation to AM(R)S in the band 5091-5150 MHz. APT does not support AM(R)S in the band 5030-5090 MHz. APT does not support any modification to current satellite allocations to for the modernization of civil aviation telecommunications systems. This does not support the ICAO position which is to include a Recommendation in the Radio Regulations on VSAT systems that can be used for aeronautical communications. APT does not support any modification to the Table of frequency allocations in the 4-10 MHz band; no changes to Appendix 27 are proposed. This supports the ICAO position. WRC-Agenda item 1.13Taking into account Resolutions 729 (WRC-97), 351 (WRC-03) and 544 (WRC-03) to review the allocations to all services in the HF bands between 4 and 10 MHz, excluding those allocations to service in the frequency range 7000 – 7200 KHz and those bands whose allotment plans are in Appendix 25, 26 and 27 and whose channeling arrangements are in Appendix 17, taking into account the impact of new modulation techniques, adaptive control techniques and spectrum requirements for HF broadcasting. APT supports the provisions of ITU-R Recommendation M.585.3 which extends the assignment of MMSI to aircraft stations and aids to navigation. This supports the ICAO position. APT supports the suppression of the secondary allocation for MSS feeder links in the bands 1390-1392 MHz and 1430-1432 MHz. This supports the ICAO position. APT supports inclusion of a limit for unwanted emissions to protect EESS for systems brought into operation in the future. This may partly support the ICAO position. WRC-Agenda item 1.20To consider the results of the studies and proposals for regulatory measures, if appropriate, regarding the Earth exploration-satellite service (passive) from unwanted emissions of active services in accordance with Resolution 738 (WRC-03) Nairobi, Kenya 17-18 September 2007
APT is of the view that due to development in technology future RNSS systems can meet unwanted emissions criteria to protect RAS. No provisions proposed for unwanted emissions from RNSS systems in the band 1559-1610 MHz. This supports the ICAO position. WRC-Agenda item 1.21To consider the results of studies regarding the compatibility between the radio astronomy service and the active space services in accordance with Resolution 740 (Rev. WRC-03), in order to review and update, if appropriate, the tables of threshold levels used for consultation that appear in the Annex to Resolution 739 (WRC-03) Nairobi, Kenya 17-18 September 2007
Proposals from APT do not appear to affect aeronautical services. This supports the ICAO position. WRC-Agenda item 2To examine the revised ITU-R Recommendations incorporated by reference in the Radio Regulations communicated by the Radiocommunication Assembly, in accordance with Resolution 28 (Rev. WRC-03), and to decide whether or not to update the corresponding references in the Radio Regulations, in accordance with principles contained in Annex to Resolution 27 (Rev. APT supports inclusion of an agenda item for WRC-11 to address the MSS 1.5/1.6 GHz band to secure long term availability of spectrum for AMS(R)S. This supports the ICAO position. WRC-Agenda item 7.2To recommend to the Council items for inclusion in the agenda for the next WRC, and to give its views on the preliminary agenda for the subsequent conference and on possible agenda items for future conferences, taking into account Resolution 802 (WRC-03) Nairobi, Kenya 17-18 September 2007
