Importance of worldwide harmonisation: JAA operators may find themselves in violation of local laws on arrival All JAA States would need to file differences against Annex 18 Operators will be penalised by not being able to take advantage of less restrictive requirements

NPA 46 • Amendments proposed by DGSG; • New JAR-OPS 1.1145 “General” • New ACJ-OPS 1.1160(b)(5)(4) “Dangerous goods carried by passengers or crew” – (will assist with anticipated changes in 2007-2008 Technical Instructions)
NPA 46 4. Increased reference to the Technical Instructions; An example: Dangerous goods training provisions completely revised to refer to the Technical Instructions
How referring to the Technical Instructions solves a problem: 2005 – 2006 edition of the Technical Instructions requires training in “Recognition of undeclared dangerous goods” JAR-OPS does not require such training and the earliest it could would be mid to late 2006, nearly 2 years late and just before a new edition (2007-2008) of the Technical Instructions If JAR-OPS required training in accordance with the Technical Instructions, problem goes away
NPA 46 5. Amendment proposed by OST Proposed new ACJ OPS 1.1215(b) reflecting the recommendation of the Technical Instructions to provide a summary when NOTOC is large

In summary….. Adoption of NPA 46 will: • Ensure alignment with ICAO Technical Instructions; • Reduce the need to amend JAR-OPS when a new edition of the Technical Instructions is produced; • Avoid significant issues for both States and Operators.
