  3. Current Projects - MAREC • Michigan Alternative & Renewable Energy Center in Muskegon www.gvsu.edu/marec • Platform with anemometer tower • 6 miles off shore in Lake Michigan • Measure wind speeds 2-3 years • $1.4 million federal earmark & match • Planning stage

MI-WI Collaboration • Two states talking about options for coordinating and collaborating • All ideas so far; nothing concrete yet • Discussions taking place governor to governor, department director to department director, PSC Commissioner to PSC Commissioner, and staff to staff. • Preliminary ideas: (1) wind resource assessments; (2) mapping & GIS resources; (3) R&D (icing, transmission, ecological and environmental, public acceptance, construction equipment & facilities needs); (4) joint or coordinated offshore wind farm development

  5. Discussion Started on Policies • Great Lakes Wind Council – Sept 1 report to Governor • Criteria for mapping • Criteria for permits

Transmission • Preliminary modeling started, with MI transmission owners (ATC, ITC) & MISO • Almost no difference in modeling interconnections from land or water based wind energy sources – same issues • Michigan Wind Energy Resource Zone Board (WERZB) proposing near-shore on-shore wind zones in Thumb and west-coast of Lower Peninsula

Transmission • A next step in MI’sWERZB process is for transmission companies to advise MPSC on system costs for delivering minimum & maximum modeled wind resources from each zone • This will be good practice for modeling transmission for Michigan off-shore • www.michigan.gov/windboard Conceptual Transmission

  8. Public Outreach • Council Recommends • Notice of Intent Meetings in Area • Permit & Lease Hearings • Council Plans 2-3 Meetings Next Year in Coastal Communities • State Wind Outreach Team Role in Education

  9. Public Trust • Michigan GLOW Council recommends new state legislation • Align wind with Public Trust doctrine • Provide that offshore wind will have “minimal impact on public trust” • Explain positive benefits to public trust • For example, reduced mercury emissions

  10. Difficulties? • Not yet! • Proactive approach • Education & outreach • Research on public acceptance • Leases in most favorable areas
