RAF/9/038: Progress • Response, Analysis and Action Planning Phases for all SAT Modules completed by middle November 2010 • National SAT report was submitted to IAEA Project Officer on 15 December 2010 • The Report was reviewed for endorsement by the Senior Management of the Regulatory Bodies, Board of Directors and National Department of Energy • National Dept of Health appointed Task Team to advise on the regulation of radionuclides – Feb 2011 • Implementation of action plans planned for 1 April 2011, started October 2011 • Executive Authorities and Board recommended IRRS mission after non-compliance actions are addressed – Dec 1016

RAF/9/038: Challenges • Initially the non-availability of key team members for the Respondent and Analysis Phases, resulting in delays and poor quality outputs. Resolved. • The arrangement (at the time) for information sharing, cooperation, collaboration and mechanisms between the two Regulatory Bodies not optimal. Resolved. • Initially some problems with the SAT software (downloading, merging of national SAT files, corrupt files, software constraints etc.). Resolved.
RAF/9/038: Challenges • The level of depth of responses and methodology for analysis initially differed from one team/organisation to another. Resolved • As a result of a lack of human resources in the Response and Analysis phases there was not enough staff available for this work (Directorate Radiation Control mainly). Resolved • Skills transfer of organizational processes and regulatory functions were not optimal initially as not all persons that were trained participated in the response and analysis phases. Resolved

RAF/9/038: Benefits, outcomes • Training of all relevant regulatory staff in SAT methodology • Exposure of staff to IAEA standards and guides • Capacity building through reviewing and analysing of legislative, regulatory and organisational processes and procedures • Integration of SAT process into the strategic management process • Establishment of mechanisms for closer cooperation between regulatory bodies and relevant stakeholders within the national framework • Incorporation of self assessment into Quality Management System through development of policies and procedures • Task Team on Radio Nuclides based on SAT
RAF/9/038: Good Approaches • Ongoing consultation with the IAEA counterparts • Review of effectiveness of SAT work • Make use of all the available technical support (national training, review missions, and member state support) • Involvement and support of the highest level of management and government to manage the project • Collaboration with all stakeholders • A focused and dedicated way of implementation of specific phases.

Lifecycle 2 Scope The modules include: • Responsibilities and Functions of the Government, • Global Nuclear Safety Regime, • Responsibilities of the Regulatory Body, • Management System of the Regulatory Body, • Emergency Preparedness and Response The IAEA electronic SARIS tool will be used to facilitate the self-assessment process
Lifecycle 2 Project Management • National Steering Committee consists of the Project Management Teams from the Directorate Radiation Control and the NNR • NNR representatives are Senior Managers and the Self-Assessment national coordinator. This Committee is responsible for developing the Lifecycle 2 Action Plan following the Analysis of Responses • For the NNR the Self-Assessment Project Management Team (PMT) is headed by the national coordinator. This team is responsible for the planning and oversight activities and will meet on a bimonthly basis.
Lifecycle 2 Methodology • Two Response Teams, 2 Analysis Teams • The Analysis Teams assess Modules the other team responded to • A Plenary conducted after the analysis to present the outcomes to NNR staff, and to obtain staff review comments.
