  1. www.vpt-weimar.de Definitions and Applications for Safety black spots in Traffic Safety Management • Univ.-Prof. Prof. h.c. Dr.-Ing. Ulrich Brannolte • Professor emeritus • Bauhaus-Universität Weimar (BUW), Germany • Honorary Professor, • MADI (STU), Moscow 7. German Russian Traffic Safety Conference St. Petersburg, Russia 06. - 07. Juni 2014

  2. Köln.de, (Symbolfoto: ddp) About 1.3 million people die in road accidents annually • Up to 50 million people are injured and often disabled • Prognosis: it is expected that the number of lethal casualties will double by 2020 köln.de, (Symbolfoto: ddp)

  3. Verkehr in Zahlen Development of casualties due to traffic accidents in Germany Fatalities per year

  4. Health at a Glance 2013, OECD INDICATORS Road casualties per 100 000 population in 2011

  5. Road Infrastructure Safety Management on Trans-European Networks …Many lives could be saved and many accidents avoided, if the existing road infrastructure was managed according to the best practice of safety engineering. Action needs to be taken on the selection of high risk road sections or black spots on the basis of local accident records. EUROPEAN COMMISSION DIRECTORATE-GENERAL FOR ENERGY AND TRANSPORT Brussels, 12 April 2006

  6. The Directive 2008/96/EC of European Parliament and Council of 19 November 2008 introduces a comprehensive system of road infrastructure safety management. • Road Safety Impact Assessment (RIA) (preventive) • Road Safety Audit (RSA) (preventive) • Network Safety Management (NSM) (reactive) • Black Spot Management (BSM) (reactive) • Road Safety Inspections (RSI) (preventive/ reactive) The member states were obliged to implement suitable measures until 2010 on the Trans-European Road Network (TERN)

  7. 18. Network Safety Management (NSM) • SIPO depends on: • Number and severity of accidents within a defined section • Length of the defined section • Traffic volume within the section • Time period (mostly 1 year)

  19. Network Safety Management (NSM) Procedure of ESN • collect (main) input data (implement into data base): • accidents (number, locationand severity) • traffic volume according to accidents (ESN) divide street network into sections according to network-structure (ESN) Integral Method1 calculation of safety potentials (SIPO) 1Research project: Integral MethodGRIESSBACH 2012, 2013 Mapping and ranking

  20. Network Safety Management (NSM) Mapping and ranking More than 50% of avoidable accident costs occur on only 10% of the road network. source: according to ESN
