  4. Background • Charges are paid by new development for water and wastewater capacity • Capital charges are calculated for the amount of water or wastewater capacity needed to serve one home (LOS) • Current Charges: • $1,950 per home (water) • $3,668 per home (wastewater)

Level of Service Study • Small Restaurants • Restaurants are charged per seat • Consistent with most utilities in Florida • Restaurants with more than 200 seats • Use 25% more water per seat • Propose reducing per seat factor • Factor for first 100 seats set at 75% of full value • Smaller restaurants get a full 25% reduction • All restaurants benefit

Requested Action • Determine under Section 30-2 of the Orange County Code that the Proposed Ordinance will not have a Substantial Economic Impact of the Development of, and Construction on, Real Property within Orange County; and • Approve the Proposed Ordinance Amending Chapters 37 and 30 of the Orange County Code Relating to Water, Wastewater, and Reclaimed Water Service, Charges and Levels of Service, and Providing for Effective Dates and Refunds.
