Goals • To harmonize the main principles of the balance energy systems in the Baltic region • Possibly create a common Baltic (balancing) market in the future
Why? • To benefit the market players currentlyactive or preparing to become active! • It would be easier to harmonize one rather than three systems with the corresponding Nordel system!
So we have common goals… …but rather different means of getting there…. :)
Contents of the paper • Common grounds and differences to the extent of the available information: • Generally about balance management in the three systems; • The roles of market players and reporting between them; • Comparison of the pricing system; • Gate closure times.
Roles of market players • The role of the TSO is fundamentally the same in all three countries, simply the procedure and methods differ here and there. TSO settles settles DSO Trader settles, if delegated settles settles Generator/ consumer Generator/ consumer
Reporting • Related to the number of parties present on the market. • The balance provider to the TSO mainly reports plan details of generation and consumption, also fixed trades schedules and energy invoices • The DSO also reports metering read-outs to the TSO • TSO to the Balance Provider reports real-time data (or a balance report) and metering read-outs and energy invoices to the relevant parties. • If there is a market operator present, then metering read-outs and market reports are exchanged between the TSO and market operator.
Conclusions • The compiling of the Summary Paper has only been the first step along the way towards the harmonization of the balance management systems. • If it is decided to move on towards the Common Baltic Balancing Market it is important to work together as a team to resolve the differences and find mutual understanding.
